The architect Roberto Antonio Moreno Sanjinés managed to get out of Palmasola prison this Monday with alternative measures, after a freedom action hearing where the members ruled in his favor. The expert made the appraisal of the land supposedly acquired at a premium by the Santa Cruz Mayor’s Office for the construction of the new municipal landfill.
On February 9, the First Anticorruption Investigation Court, in charge of Judge Albania Caballero, decided to send the accused to Palmasola for 60 days considering that there would be procedural risks of escape and obstruction to the process.
However, the Public Ministry used its remedy of appeal regarding the term of detention preventive to be 180 days instead of the 60 days ordered by the judge. In addition, the lawyer for the expert Wilson Vílchez also appealed the judge’s decision, since he asked that his client defend herself in freedom.
Thus, this Monday, the appeal hearing of Roberto Antonio Moreno took place and a member decided granting him alternative measures, with which he managed to get out of jail under some restrictions.
“The member determined a bail of 40 thousand Bolivians, house arrest, that it be presented every Friday before the Public Ministry and other less burdensome elements,” said Vílchez.
Prosecutor Alberto Zeballos charged the expert with the delite of favoring illicit enrichment. Upon leaving the hearing, Zeballos avoided giving statements to the media.
According to the complaint of the Santa Cruz Mayor’s Office and the investigations of the Prosecutor’s Office, the purchase of the 200-hectare land had an overprice of 8 million dollars. With the apprehension of Roberto Antonio Moreno, it is sought to know if that money benefited the former officials of the Mayor’s Office who are accused or the people who sold the place.
“The cadastral price of the properties is Bs 261,000, this is not what I say, the Comptroller says. However, This irregular business is consolidated for the price of US$10 million. That is to say, it is done on the commercial price and not on the cadastral price”, indicated the municipal director of Transparency, Adriana Pedraza, about the case in days past.
