President Luis Arce Catacora promulgated the Supreme Decree 4824 that establishes the realization of the Census National Population and Housing Commission on March 23, 2024 and the distribution of resources to the regions in September of the same year.
The document that was posted this Saturday night in Official State Gazette Plurinational of Bolivia, has as publication date on November 11, 2022. Arce made the announcement through his Twitter account.
“We approved Supreme Decree 4824, which guarantees that the census will take place on 03/23/24 andThe distribution of resources will be done in September of the same year, fulfilling the request of more than 300 elected authorities of the country and the recommendations of the Technical Commission that worked in Trinidad”, wrote the first authority of the country.
In addition, he invited the population to be part of this survey. “We will continue to rebuild the homeland, united and united, taking into account the economic, social and cultural realities of the nine departments”, he added, in the thread of his trill.
The document of Supreme Decree 4824, in the first point, states that “the registration of the Population and Housing Census – 2024 is executed by the National Institute of Statistics (INE) on March 23, 2024”.
While in the second point it says: “The National Government based on preliminary population results of the Population and Housing Census – 2024, will distribute the economic resources of co-participation in the month of September 2024.
On Friday night, Arce announced that he would promulgate this decree, but did not talk about the redistribution of seats in the Assembly Plurinational Legislative, which is part of the request of the Inter-institutional Committee of Santa Cruz, of some politicians and former authorities who support the indefinite strike.
According to former President Jorge Quiroga, there is a constitutional ruling issued in 2001 due to a query made by the Congress of the time to the Constitutional Court, which states that the distribution of seats cannot be done with preliminary results, but definitive, so he warned that the Government sets a trap for the people of Santa Cruz because it only offers to redistribute the resources until September 2024, not the new spaces in the Assembly.
“It is very striking that, as the president said, that the preliminary results be done. This is a core thing. there have to be end results to make a redistribution law of seats, where people have the representation they deserve,” he explained.
In turn, the president of the Pro Santa Cruz Committee, Rómulo Calvo, indicated that, with the partial results of the census in 2024, as promulgated by Arce, it is not guaranteed that the distribution of seats will take place in the Assembly or that “the Government fulfills what it promised”.
