Through their Facebook and Twitter accounts, President Luis Arce and former President Carlos Mesa expressed their rejection of the actions of Judge Rafael Alcón, who released Richard Choque Flores, sentenced to 30 years in prison for committing femicide and having multiple victims.
Arce demanded an “exemplary sanction” against the judicial authority, for releasing the rapist and feminicide in 2019.
“We repudiate and condemn the decision of the judge who released the femicide and rapist sentenced to 30 years in prison without the right to pardon and who, after being released, continued to commit heinous crimes against women. We demand an exemplary sanction with the full weight of the law,” Arce posted on Facebook.
The president added that “an administrator of justice, who favors a person with such a criminal record with freedom, violates the right of women to a life free of violence.”

For his part, the former president and leader of the Citizen Community (CC), urged, through his Twitter account, to identify femicides and rapists who have been “released ahead of time” and investigate the causes for their release.
“We demand that the judicial system identify convicted femicides and rapists who had been released early, investigate why they were released, prosecute the responsible judges, and reverse those decisions. The protection of criminals is complicity,” Mesa tweeted.
Judge Rafael Alcón was arrested this Friday morning for benefiting the serial rapist. The Ministry of Justice accuses him of prevarication and investigates the case.
