President Luis Arce announced on Tuesday the creation of a Rape and Femicide Case Review Commission, with the aim of reviewing those cases in which convicted persons were released. The measure comes after demonstrations were held in different parts of the country, due to the actions of judges and prosecutors in cases of violence against women.
“Given the worrying situation and conduct of judges and justice operators, we instruct the creation of the Commission for the Review of Cases of Rape and Femicide in which those sentenced were released. It must present results within a maximum period of 120 days” , the president wrote on his social networks.
At least 119 convicted or accused femicides and rapists are currently free thanks to benefits they received from the justice system, according to a report prepared by the Women in Search of Justice Service of the Mujeres Creando collective.
The document indicates that prosecutors, judges and lawyers use judicial vacations, guarantor payments and sick certificates to get out of prison and get benefits such as home detention without custody or parole.
During yesterday’s march, 180 days were given for the State to form a commission to return everyone on the list to jail.

One of the cases that has gained greater notoriety in recent weeks is that of Richard Choque Flores, who confessed to having murdered and buried the young Iris and Lucy. Later it became known that the individual was sentenced in 2015 for the kidnapping and murder of another young university student, but he benefited from house arrest. He is currently being investigated for the rape of at least 77 women, whom he captured through social networks.
