It could be seen coming. The Special Electoral Jury (JEE) of Lima Oeste 3 declared the list of APRA candidates for the Chamber of Deputies for Metropolitan Lima inadmissible. This decision responds to some observations regarding compliance with the requirements previously established by the ONPE. Through Resolution No. 00024-2026-JEE-LIO3/JNE, the electoral entity indicated that the list presented by the alternate legal representative has been “modified” and that it is different from the results of the primary elections of last November 30. “Regarding the order in the list of candidates presented, it is noted that the list has been modified, and is far from the results of the primary elections. In that sense, it is necessary to clarify the change in the order of the candidates in the list presented,” indicates the document in question.
TWO SENTENCES AND NIDIA
Likewise, the document details that the candidate Ita Mercedes Paredes Portella (No. 23) declared a final sentence for the crime of use of a false document, issued on April 9, 2015, whose sentence was four years of suspended prison.
The same occurs in the case of the applicant Gisella Yolanda Luyo Meza (No. 27) declared a final sentence for the crime of usurpation, issued on March 15, 2023, whose sentence was two years of suspended prison.
In both cases, the JEE of Lima Oeste 3 requested that “it be supported by documentation, attaching the sentence, as well as the rehabilitation resolution if applicable, and reporting on compliance with the payment of civil reparation.”
Furthermore, the document states that the candidate and former Minister of Women, Nidia Vílchez (No. 7), declares that she has received, during the year 2024, a gross annual income per individual year of S/ 0 in the public sector; However, in item II it includes work experience in trades, occupations or professions.
MULDER, QUEZADA, VALDERRAMA
Regarding Omar Quezada (No. 2), the JEE indicates that he recorded the date as December 17, 2025, and the confirmation of the registration of information in the Single Format is dated December 18; contravening the provisions of the last paragraph of section 26.4 of the Regulations, which requires that the declaration be dated equal to or after said confirmation.
In the case of the candidate for deputy Mauricio Mulder (No. 4), it is specified that he does not meet the requirements established in Annex 11 of the Regulations, since it can be noted that the option of deputies is marked. However, he also runs for the position of first vice president of the republic at the same time.
And regarding the presidential candidate Enrique Valderrama (No. 10), it is detailed that he does not comply with the requirements established in Annex 11 of the Regulations, since it can be noted that the options for formulas and deputies are marked, so it is appropriate that the information provided be clarified.
In the event that the arguments of the APRA representative do not convince the JEE, the latter could declare the inadmissibility of the request for the list of APRA candidates to the Chamber of Deputies for Metropolitan Lima, leaving them with one foot out of the 2026 Elections.
Due to all these observations, the legal representative was granted a period of 2 calendar days to correct the observations, under the warning of declaring the candidates inadmissible, as appropriate. The deadline expires tomorrow, Friday, January 9.
