The National Assembly (AN) approved this Thursday by qualified majority the First discussion of the Project of the Organic Law of Communal Councils,
During the debate, the President of Parliament, Jorge Rodriguezhighlighted the effort of the Bolivarian Revolution to consolidate the leading participation of people power. “I welcome this debate and I hope it continues to be held to defend the true north of the Revolution,” he said after the approval.
In the same way, he urged the deputies to visit every corner of the country to discuss with “every man, woman, peasant movement, farmers, fishermen, youth, among others, so that it is the people who develop the essence of this law.” ».
“May these laws be built by the community people, by the people who organize and develop an unprecedented form of democracy, which is direct, participatory and leading democracy,” said Rodríguez.
Protect the Communal Councils
When delivering the bill to parliament, Deputy Willy Medina, highlighted the need to protect the Community Councils.
He indicated that this new reform of the project contemplates the simplification of the procedures and processes in the election and formation of the Communal Councils.
In addition, it will give legal character to the electronic registration of these organizations, and will also allow to shield the systematization of electoral processes.
Finally, the parliamentarian highlighted the incorporation of a new chapter to regulate the renewal processes, that is, before the new spokespersons expire, the new members are already chosen.
On the other hand, Deputy Rodolfo Crespo emphasized the need to return power to the people through self-management.
“I ask this National Assembly to assume the commitment to return power to the people, approving this Law, a legacy of our Commander Chávez,” he said.
Likewise, the deputy Pedro Infante highlighted, “it is the rescue of a democratic and participatory model: direct and popular, what we are defending here”, in reference to this first reform of the 14 raised that bet on the Communal State.
On behalf of the opposition bench, Deputy Alfonso Campo, expressed that it is necessary for the communal councils to have the corresponding legal character to exercise People’s Power.
