ANP: Deadline for new applications for Permanent Offer expires tomorrow

The deadline for applications for new companies interested in participating in the 3rd Cycle of Permanent Offer of exploratory blocks and areas with marginal accumulations of oil and natural gas ends tomorrow (27) .ANP: Deadline for new applications for Permanent Offer expires tomorrow

Interested parties must fill in the form, send the documents and pay the registration fee to the National Agency for Petroleum, Natural Gas and Biofuels (ANP) through the Electronic Information System (SEI), in accordance with the instructions of the Permanent Offer notice.

The bidding modality consists of the continuous offer of fields returned or in the process of being returned, exploratory blocks offered in previous bids and not awarded or returned, in addition to new exploratory blocks in onshore basins under study by the ANP.

According to the regulatory agency, the Permanent Offer offers advantages such as the continuous offer of blocks and areas with marginal accumulations; low-cost, one-time entry fee; access fee to optional technical data package and by sector; reduction of the financial guarantee for the Minimum Exploratory Program; reduction in subscription bonus for mature basins; reduction in the minimum equity for non-operators; and distinct royalties for new frontier areas and mature basins.

The ANP also highlights the opportunity that companies have to study the areas without the time limitation of traditional rounds. Exploratory blocks and areas with marginal accumulations located in any land or sea basins are continuously offered, with the exception of blocks in the pre-salt polygon, strategic areas or the Continental Shelf beyond 200 nautical miles, as well as those that will be in the 17th and 18th Bidding Rounds.

3rd Cycle

The 3rd Cycle of the Permanent Offer opened on December 16, with the schedule disclosure in the Official Gazette of the Union. The deadline that ends tomorrow is only for new applications. Bidders who already have registration approved by the Special Bidding Committee (CEL) do not need to take additional steps.

After being approved by CEL, the registered companies can present the declaration of interest for any blocks or areas, accompanied by the offer guarantee.

The 1st Cycle of Permanent Offer took place in September 2019, in which 33 blocks and 12 areas with marginal accumulations were auctioned. The public session of the 2nd Cycle was held on December 4, 2020, with 17 exploratory blocks sold. The 3rd Cycle is expected to present the offers on April 13, 2022 and sign the contracts by October 31st.
