The actions are aimed at affected producers in several departments in the south and east of the country, with the aim of alleviating costs, sustaining production and facilitating access to financing in the context of lack of rain.
Current measures
Grazing on routes and paths
Grazing was authorized in strips adjacent to national routes and rural roads in Canelones, Colonia, Florida, Lavalleja, Maldonado, Montevideo, Rocha and San José.
Extension of rural contributions to the BPS
Expirations were extended without fines or surcharges:
Third quarter 2025: until May 31, 2026.
First quarter 2026: until July 31, 2026.
Extension of BSE rural insurance payments
September–December 2025: until May 31, 2026.
January–April 2026: until July 31, 2026.
BROU credit assistance
Financing was enabled for livestock and dairy producers with amounts per category of livestock and special payment conditions until 2027, with a bonus on the interest rate.

Measures for family producers
Since February, specific tools have been implemented for family properties of up to 100 hectares:
Rural Microcredit – Drought Line
Credits of up to $100,000 per productive unit, with an annual rate of 15%, term of up to 24 months and up to six months of grace.
Revolving Food Funds
Loans of up to USD 1,000 per producer for animal feed, with an annual rate close to 3% and a single payment at maturity.
The authorities maintain permanent monitoring of the situation and adjust the measures according to the evolution of the water deficit in the affected areas, according to a statement from the MGAP.
