President Pedro Castillo took the oath tonight to Aníbal Torres as the new president of the Council of Ministers, amid the uncertainty generated during the afternoon to learn about the formation of the ministerial team. In this way, the former head of Justice will lead the fourth cabinet that makes up the head of state so far in his government.
Torres took over the Justice and Human Rights portfolio on July 30, which will now be headed by Ángel Yldefonso Narro. In addition, during the second round of the electoral campaign, the Chotano lawyer was one of the most representative faces of Pedro Castillo’s candidacy.

During the months in charge of the Minjus, Torres was one of the most emphatic ministers in defending the Government, criticizing laws enacted by Congress such as the one that limits the referendum.
“The referendum is a fundamental right of citizens to participate directly, without the intervention of Congress, in the creation or reform of the Constitution, and the law or formation of an administrative act. Representative democracy cannot suppress direct democracy”, the jurist pointed out at the time.
Who is Hannibal Torres?
Aníbal Torres, 78 years old, is a Chotano lawyer with a long professional and academic career. He has a doctorate in Law and Political Science from the National University of San Marcos (UNMSM) and has served as dean of the Lima Bar Association (2002-2003).
The current Minister of Justice has been honorary president of the Peruvian Academy of Laws and has had several publications on civil law and administrative law under his authorship. He is part of the bar associations of Loreto, Puno, Cusco, Cajamarca and Apurimac and is a member of the Peruvian Institute of Air Law.
