The Minister of Justice and Human Rights (Minjusdh), Hannibal Torresreferred to the recent “irrevocable” resignation of Avelino Guillen to the position of Minister of the Interior after discrepancies with the general commander of the National PoliceJavier Gallardo.
From Cusco, where he traveled to supervise the penitentiary centers in the region, the head of the Minjusdh recalled that all the ministers are constantly evaluating, and that the last decision on the departure of Guillén Jáuregui is made by President Pedro Castillo.
“(On the continuity of the ministers) that has to be evaluated by the president (Pedro Castillo). All the ministers are under evaluation, what we want is to attack citizen insecurity and the issue of security is a task for all Peruvians”Torres Vásquez pointed out in dialogue with Canal N.

Resignation of Avelino Guillen
On January 28, after being in office for less than 3 months, Avelino Guillén submitted his resignation as Minister of the Interior. This action responds to the indecision of the head of state regarding the permanence of Gallardo at the head of the PNP, with whom he has had discrepancies due to the process of assigning positions among the high-ranking police officers.
“My resignation is irrevocable. Under that condition I have tendered my resignation. I have waited two weeks for the president’s response and his silence for me is a very clear and direct indication that he is assuming a position of support for the commander general of the National Police.Guillén told Epicentro TV.
At another time, he revealed that since January 14 he has not been able to meet with the president despite asking for an appointment to discuss “urgent matters” of the Interior sector.
“Only in the Council of Ministers, but there have been no private meetings (with Pedro Castillo). I asked him for an appointment in recent days to deal with urgent matters in the Interior sector and I told him that I was attentive to the call, the date and time, and there has been no response. There are already two weeks of evaluation, this determined that I present my resignation”, expressed the resigning minister.
