“It is imperative, ladies and gentlemen of Congress, that you restore the balance of powers between the Executive and the Legislative. Let us work together to facilitate governability for the benefit of the entire population, of the poorest,” the Prime Minister asserted.

“We make a matter of confidence in the approval of the bill that establishes the political participation of the people presented a few minutes ago and whose position I am exhibiting for the entire Congress. We do all this with absolute respect for the autonomy of powers (…) recognizing that the question of trust is the political control mechanism par excellence that the Executive has when we perceive that our general government policy is disturbed, as it is in the present case,” said Torres.

The appeal used by the premier seeks to repeal Law 31399, which establishes that a partial or total reform of the Constitution cannot be submitted to a referendum. that was a project promoted by the fujimorista Nano Guerra García and approved in the Constitution Commission while his colleague from the bench, Patricia Juárez, was in charge.
To prevent possible excesses near the Legislative Palace due to the arrival of the chief of staff, measures were carried out to maintain order. The Congress took the decision that the only ones who could enter through the main door of the premises on Abancay avenue would be the parliamentarians. That is to say, the entrance was vetoed to people outside the chamber.
Aníbal Torres insists on a matter of trust
The prime minister informed José Williams, head of Parliament, that he would go to the chamber to raise a matter of trust to repeal Law 31355, which limits the figure of the question of confidence which was validated by the Constitutional Court. However, the head of the board of directors maintained that said request could not be met.
Faced with this, the President of the Council of Ministers reiterated the request to present a question of confidence “in the first plenary session of Parliament to be convened”, which occurred this Thursday the 17th in the morning. However, it was raised to repeal Law 31399.
