The President of the Council of Ministers, Hannibal Torresassured that they could begin “to restore peace in our country” if Congress approves the question of trust that he raised about Law 31399which limits the referendum, before the plenary session of Congress.
“Congress does not repeal it, it denies confidence, the situation continues in the same way. The status quo continues. The cabinet enters a crisis and the cabinet has to resign, I have to resign. I am willing to do that for the good of my country, the people and the poorest. I am ready for that and much more. I am absolutely not afraid of anything. The question is that we have to end this confrontation between these two powers of the State and begin to work for the good of our country,” said Torres from the San Martín region.
In this sense, the Prime Minister expressed his “admiration” towards the parliamentarians, since they are the ones who must decide on the question of trust in any of the two senses you mentioned (approval or denial).
“Peru wants a representative democracy to truly exist in the country. That the representatives exercise their function within the powers indicated by the Constitution itself, not that they go above the Constitution and limit the functions of the people who have every right to participate through a referendum, which is the direct democracy that is exercised in the civilized countries of the world. What problem is there? Why the interest in cutting off those powers from the sovereign power?
