“I do not come to present the bill in order to close the Congresswhat we want is to establish a faculty of the people as a constituent power, to participate in relevant issues”, he added.
“If the Executive had wanted to close the Congress, we would have introduced two or more bills raising two or more confidence issues. The goal of this is not and will not be to pave the way for a shutdown of Congress,” he continued.
The premier also revealed that he did not arrive in “They are for war, but for peace”; yet he continually reminded legislators that he has every constitutional right to shut down Congress if they “refuse” to grant his request.
After the request for a question of confidence, the president of the Board of Directors, Williams Zapata, announced the suspension of the session of Congress until 3 in the afternoon.
