On November 1, Rodrigo Estigarribia, prosecutor of the Specialized Unit for Economic Crimes of the Public Ministry, charged Hugo Javier González, governor of Central and 14 other people.
The charges are breach of trust, false statement, production of inauthentic documents, and criminal association. This is due to the alleged embezzlement of G. 5,105 million that the government had to allocate to mitigate the pandemic.
A week later, on November 8, the departmental councilors approved the request for intervention. Yesterday, two weeks later, the Executive sent the request to the Lower House.
GONZÁLEZ
Kattya González, a national deputy for the National Encounter party (PEN), pointed out that they will try to get it done on Wednesday, because they are against the clock.
“Law 317, which is the one that regulates the interventions, establishes that we have to form a special commission made up of nine members in proportion to the political forces of the Lower House,” he said.
This commission will be made up of five Colorado deputies, three Liberals and one from the third space. This group will have up to 15 days to issue its opinion.
“If it is not treated on Wednesday, it will be difficult for it to be treated this year. Because until December 20 we will be able to hold sessions, ”he said.
The legislator alluded to the parliamentary recess that begins that Monday.
AÑETETE
Hugo Javier González, belongs to the “Honor Colorado” movement of the ANR. In the Lower House, 23 out of 80 legislators are from this movement. Another 18 are from “Añeteté” (ruling party). The latter are the ones that will play a key role when approving the intervention or not.
González stressed that all the Red deputies of Central are from the ruling party. So you wait for the order to be approved. He was referring to Jazmín Narváez, Juan Carlos “Nano” Galaverna, Ángel Paniagua and Carlos Núñez Salinas.
“If we are 37 the opponents would have the numbers. To call for an intervention, only a simple majority is required. An absolute majority is required for a dismissal ”, he reported.
If the request is approved, the Executive must appoint an auditor who will have between 60 to 90 days to issue a report. There the dismissal will be dealt with or not.
“We hope that the Honor Colorado movement will appeal to transparency. If there is nothing to hide, why should the possibility of an intervention be forbidden ”, he mentioned.
In the event that this Wednesday is not dealt with in the ordinary session, they would no longer give the time to specify it. It would be derived to the month of March, when the return of the parliamentarians takes place.
CONVERSATIONS
González announced that, together with Édgar Acosta, they will seek to convince the Central deputies to promote and approve the request.
“It is something we owe to our department. We hope sanity prevails. It is a superlative scandal. We are talking about the use and abuse of resources destined for the pandemic, ”he said.
