“The legal framework and the decree say that in July it is necessary to see what happens with the registration of the educational system,” said Caggiani, who explained that in 2023 the strategy was to send messages to the families, but this year it was decided to go looking for them one by one.
“Last year there were 6,000 gurises without going to the educational system. A message was sent that was what happened last year and returned fifty,” he recalled.
On this occasion, the Ministry of Social Development convened several institutions, including INAU, Inisa, the Ministry of Education and Culture, the Ministry of Interior, the Ministry of Sports and the National Organization of Children’s Soccer, who toured different areas of the country. “We are all looking for the Gurises,” said Caggiani.
During the survey, cases of adolescents arose with economic difficulties that prevent their educational continuity. “There are teams who found young people aged 16, 17 who told him: ‘I already know that I will suspend the assignment. I am not being able to go to the educational institution because I am working and my old woman is alone,” he said. In these situations, he stressed that there must be “a public policy response because that gurí has to be able to study.”
Currently, there are around 5,200 students outside the system, and 3,500 of them are over 15 years. “There we have an orange light that other things have to be done so that these gurises are inside the educational system,” he said.
