Andrea Vidal Case: Senior Officer does not accept his responsibility in the Torres Saravia contract

The senior officer of Congress, Giovanni Forno, and the head of the General Directorate of Administration (DGA), Carlos Pais, during their presentation yesterday, at the Oversight Commission, entered into contradictions about who was the person who recommended the two hires of Jorge Torres Saravia – the main person involved in the Andrea Vidal case – as head of the Legal and Constitutional Advisory Office of the legislative entity, between the years 2023 and 2024. Neither of the two assumed responsibility for his hiring, although the greatest weight falls on Forno due to his hierarchy.

That was the conclusion reached by the president of the Oversight Commission, Juan Burgos, after finishing the session – which lasted more than six hours – in which Forno and Pais gave their defenses.

In his presentation yesterday, Burgos asked Pais if he had recommended Torres Saravia in his second hire, between May and December 2024, as Forno assured in his statement on December 26.

However, Pais denied that he had suggested the aforementioned hiring.

“As general director of administration I have multiple meetings with the senior officer because he is my direct boss, I coordinate with him almost daily, or at least two or three times a week, on labor and administrative issues (…) But, verbatim, as he mentioned “I don’t think so,” he replied.

For his part, Forno was called to testify yesterday, as a matter of urgency, and after sitting near Pais, Burgos asked him again if he confirmed that he had recommended hiring Torres Saravia in 2024. “Yes, I I ratify,” Forno replied.

On the other hand, the senior officer had a first contradiction when he was consulted, in the same session on December 26, about the first hiring of Torres Saravia as head of the Legal Advisory office, a position in which he served between August 2023. and February 2024, the date on which he resigns to run unsuccessfully for the Parliamentary Attorney’s Office.

Forno indicated, that time, that he received Torres’ resume for hiring. But, when asked by Burgos about who gave him Torres’ resume, Forno replied that he did not remember. “I would be lying to you if I told you who it was at this moment,” he said on that occasion.

Pais, in his defense, pointed out that the hiring of senior positions is the responsibility of the senior officer and is done by agreement of the Board of Directors.

AD HOC COMMISSION AND CAJO

Forno’s participation yesterday was surprising. His presence was not on the agenda of the Oversight Commission and he had to be urgently summoned to explain the resignation of the three members of the Ad Hoc Commission, which was going to be in charge of investigating, in the administrative matter, the Andrea case. Vidal, who has as one of his hypotheses the existence of a pimping network within Parliament.

Forno only said that the president of that group, Patricia Durand, told him that she was leaving because she could not carry out adequate technical and legal work.

The three members will attend to testify today in the aforementioned commission.

In the session, Congresswoman Norma Yarrow, from Renovación Popular (RP), revealed that the hiring in 2024 of Isabel Cajo, Andrea Vidal’s friend – who was shot more than 40 times on December 10 – was through a special addendum, in which text it indicates that it is carried out with the approval of the president of Congress, who on that date was Alejandro Soto.

Due to this, Burgos said that he will summon both to give their defenses.

A worker who has accused the Secretary of the Chief Officer’s Office, Víctor Neciosup, of calling advisors to threaten to fire them will also be summoned to testify.

I KNEW THAT

-A motion for a multiparty investigative commission, in which there are Popular Action congressmen involved in the ‘Los Ninos’ case, was presented to investigate the Andrea Vidal case.

-The woman who reported Torres Saravia for rape will be summoned to testify on the 24th of this month. Next week Isabel Cajo will be summoned to answer for her hiring and the theft of her cell phone.

-“The woman who reported Torres Saravia for rape has asked to testify on January 24,” said the president of the Oversight Commission, Juan Burgos.

Legal area office intervenes

For the third time, representatives of the Public Ministry, specifically the Specialized Prosecutor’s Office for the Crime of Human Trafficking of Central Lima, intervened for several hours in the Legal and Constitutional Office of Parliament in the Andrea Vidal case related to the alleged existence of a prostitution network in that power of the State.

With the support of members of the National Police, the prosecutors of the so-called Team 1 in charge of the case reached the sixth floor of the legislative building located at 251 Abancay Avenue.

This is the third procedure that has been carried out at said location since the case was uncovered. Days ago, prosecutors collected documentation, computers and video records from the cameras of the congressional complex and the office that until a few weeks ago was in charge of Jorge Torres Saravia, head of the legal area and today accused of the alleged crime of sexual exploitation. to the detriment of unidentified women.

The procedure was carried out completely normally without any statement from the Congress of the Republic, whose head Eduardo Salhuana is in China and with the threat of a motion of censure against him.
