Andrea Vidal Case: Is this Alejandro Soto’s signature that authorized Isabel Cajo’s addendum?

Andrea Vidal Case: Is this Alejandro Soto's signature that authorized Isabel Cajo's addendum?

“The seal says ‘Presidency’, which is a large (office) with advisors and three secretaries. It does not say ‘President’; on the other hand, neither my signature nor my signature appears on said document.”

This is the defense argument of the former president of Congress, Alejandro Soto, sent to Peru21, in response to this question: Is his signature the one that appears on the addendum to the contract of Andrea Vidal’s friend, Isabel Cajo, authorized in April 2024?

Soto also told this newspaper that tomorrow he will tell us if he will finally attend the Oversight Commission this Thursday the 23rd to answer this and other questions in the investigations of the Andrea Vidal case.

This is the seal and signature of the Presidency of the addendum to the contract of Isabel Cajo, the girl who had her Onlyfans account and was a friend of Andrea Vidal.

This is the addendum to Isabel Cajo’s generous contract, with a salary of more than 7 thousand soles, without having technical or university studies registered at Sunedu.

This is the summons to Alejandro Soto, at the Oversight Commission, for this Thursday the 23rd. Now, he says that tomorrow he will decide whether or not to attend that day.

“Things have changed; the vice president of Supervision (Héctor Valer) has filed a criminal complaint (in the Prosecutor’s Office) against Burgos for usurpation of functions; that commission is delegitimized. Burgos does not have the power to investigate a congressman. In that sense, I am going to see what my lawyers are doing and I will make a decision. I will see that on Monday when I return (from the interior of the country to Lima),” Soto answered when we asked him why he is now going to evaluate. attend the summons of the Oversight Commission.

We ask this because last week he told us that he was going to approach the aforementioned commission, if he was invited as a guest, a fact that has occurred as demonstrated by the document we published.

However, in the Oversight Commission, all former employees of the Presidency’s office will later be summoned, and they will have to submit the aforementioned signature to an expert opinion to corroborate who it belongs to.

The addendum, as recalled, was revealed in the session on January 8, in the aforementioned commission, by the congresswoman of Popular Renewal, Norma Yarrow.

Last Friday, Yarrow said he hopes that Congressman Soto can attend to officially answer whether or not he authorized the addendum to Isabel Cajo’s contract.

Norma Yarrow confirmed to Perú21, on Facebook Live, that a signature appears next to the seal of the Presidency in Isabel Cajo’s addendum. Soto must answer if it is his signature, although he already told this newspaper that, according to him, it is not.

In communication with Perú21, Soto has indicated that he does not know Cajo and that he did not meet with her, for 50 minutes, on April 1 or 2, 2024, before or after signing her contract, as they have published by various media outlets.

WHO ARE THOSE MENTIONED AND WHY ARE THEY INVOLVED?

Last Friday, Perú21 published who are those summoned for this week, and what they have to answer.

The Prosecutor’s Office has summoned former Congress workers, Isabel Cajo and Alexandra Gil, to give their testimony on Friday the 24th, who were friends of the late lawyer, who was shot seven times last December, and worked together in the Legislative Palace. .

A day before, on Thursday the 23rd, the former president of Congress, Alejandro Soto, has been invited to testify, as Peru21 has announced.

That same day, Erick Roy Moncada, who is the current head of the Parliament’s Transport and Services Area, will have to give his demonstration.

WHO IS ISABEL CAJO AND WHAT DOES HE HAVE TO ANSWER?

Isabel Florencia Cajo Salvador was born on March 13, 1998. She is 26 years old.

Cajo was a friend of Andrea Vidal, who was riddled with seven bullets on December 9, in Santa Catalina, La Victoria, aboard a taxi, when she was returning home.

The non-group congressman, Edwin Martínez, said in a recent interview that Cajo works in his office, but that although he submitted his resignation letter, he will still remain 15 more days because he had work to finish.

According to the Sunedu website, he does not have completed technical or university studies.

However, he has a salary of more than S/7,106, and has the position of technician in Martínez’s office.

According to Parliament’s payroll, in April 2024 he started working in the Asset Administration area, with the position of technician and a salary of S/4,738.

In June he started working at the Legal and Constitutional Office, also as a technician, with the same salary.

In the month of July, your salary increases to S/7,883.

As you remember, the head of that office was Jorge Luis Torres Saravia, the main person involved in the Andrea Vidal case.

In October, he moved to the office of Congressman Edwin Martínez with a salary of S/3,316. But, in November his salary rises to S/7,106.

Perú21 has revealed that in April of this year, Cajo signed an addendum to his contract that had the authorization of the then president of Congress, Alejandro Soto.

Therefore, she will have to answer if Soto recommended her for that position or who did.

This is because Soto has indicated to this medium that he does not know her.

Regarding some journalistic reports that Soto had met with Cajo before he signed the contract addendum, for 50 minutes, he responded that this information is not true.

According to investigations, Cajo had an Only Fans account in which he has videos of intimate content.

In an interview that her friend Alexandra Gil gave to Willax, she indicated that she was a friend of Vidal and Cajo, and that they went together to the Dos de Mayo hospital after receiving the seven gunshot wounds that, a week later, took her life.

Regarding these links with Andrea Vidal, his work in Congress and whether or not it was recommended by Soto, he will have to respond in Parliament.

Another fact that he will have to give his defense is the alleged theft of his cell phone that he suffered on December 27 in Magdalena.

WHO IS ALEXANDRA GIL AND WHAT DOES SHE HAVE TO ANSWER?

Lidia Alexandra Gil Ramírez was born on January 19, 1998. She is 27 years old.

According to Sunedu, Gil only has a bachelor’s degree in law from the San Ignacio de Loyola University.

According to the Congressional payroll, he worked as a technician in the Law Defense Area, between April and May 2024, with a salary of S/4,586.

According to what he said in an interview with Willax, that office was located in an office near the Legal and Constitutional Office, headed by Jorge Torres Saravia.

Although, according to her, her area belonged to the Legal and Constitutional Office.

Gil pointed out, in the same interview, that Andrea Vidal notified him of a vacancy in Congress to fill that position.

The former worker will answer about her relationship with Vidal and Torres Saravia.

WHO IS ALEJANDRO SOTO AND WHAT DOES HE HAVE TO ANSWER?

Soto Reyes was president of Congress between July 2023 and July 2024.

He has assured this newspaper that he does not know Cajo and that his signature is not the one that appears on the addendum to his contract, a document that we publish exclusively.

About that document, that is, about said addendum – revealed by Congresswoman Norma Yarrow and published by Perú21 – in which it indicates that the then president of Congress, who at that time was Soto, “authorized” the provision of the addendum to the contract of Isabel Cajo, the former head of Parliament replied that his signature “does not exist” in that document.

“What you show is an addendum, not the original contract to know who made it enter, because an addendum is an extension of the deadline; furthermore, neither my signature nor my signature exists in said document,” he answered at the time.

When asked about what was reported in the media that he had held a meeting with Isabel Cajo before signing his contract, he rejected that version.

“In relation to Mrs. or Miss Cajo, I have not received her in the office, it is false to have met for 50 minutes (with her); for this reason, I am initiating criminal actions to prove these reckless claims,” he indicated.

Soto has also assured this medium that he will only go to the Oversight Commission if he receives the call as a guest, but not as an investigator.

WHO IS ERICK MONCADA?

Erick Roy Moncada Horna is the head of the Transportation and Services Area of Congress. He has to answer about his relationship with Jorge Torres Saravia.
