Last month, Tavares was nominated by President Jair Bolsonaro to hold the post. The vacancy arose after minister Carlos Mário Velloso Filho, appointed in 2019, resigned for health reasons.

Between 2010 and 2012, Tavares was director of the Electoral Judiciary School of the TSE. He also founded the Brazilian Institute of Constitutional Studies and chaired the Brazilian Association of Constitutional Procedural Law. The new minister is also the author of 100 articles published in books, newspapers and magazines.

Tavares holds a PhD in Law from the Pontifical Catholic University (PUC-SP). He has also served as a visiting professor at universities in Scotland, Italy and the United States.

The TSE is composed of seven ministers, three from the Federal Supreme Court (STF), two from the Superior Court of Justice (STJ), and two lawyers with notorious legal knowledge, appointed by the President of the Republic, in addition to their substitutes.
