“The fact is that, based on the data arising from network monitoring and technical monitoring of the issue, the agency understood that it is more effective to focus its efforts to use the call authentication mechanism as a way to reduce the discomfort suffered by consumers,” the regulatory agency said in a note sent to Brazil agency.
The flexibility of the standard, made optional, was approved on the 7th, during a meeting of the Board of Directors of the Agency, in response to resources and petitions of entities and companies of the Telecommunications and Telemarketing sectors, as well as entities such as the Legion of Goodwill (LBV) and the National Federation of Parents and Friends Associations of Exceptional (Fenapaes).
At the same time, the counselors approved the anticipation of the term of adhesion of the great calling of telephone calls to the connection authentication system, one of the processes of the verified origin service. In the text, the agency highlights the advantages of the authentication and identification protocol of calls on telephone networks compared to the previously mandatory prefix 0303, the so -called Non -Geographic Code (CNG).
According to Anatel, the call authentication protocol, also known as Stir/Shaken, is technology that works in conjunction with an identification system, which also allows those who receive a phone call identify the author of the call, since, in principle, allows the display not only of the number properly registered by the connection, but also the name of the company that registered it and even its logo, accompanied by seal that attests to the seal that attests to the verament of the veracity that information.

For the Brazilian Institute of Consumer Protection (Idec), Anatel should not revoke an “efficient measure”, even anticipating the term of connection authentication to the major calling originators.
“The purpose of numerical codes is to inform consumers that it is an active telemarketing call, allowing them to enjoy their self-determination to choose or not by answering the call, making the right to information,” said Idec in a note sent to Brazil agency.
“Even if it has advanced the term of adherence to the connection authentication system, which will enable consumers more information about the origin of the call, the ideal is that the revocation of the numerical code [CNG] only occurred after its implementation. It is also worth remembering that connection authentication technology may end up not covering lower technology phones, which can be entitled to harmed information, ”argued Idec.
