It is aspired that the Organic Law Against Climate Change responds to three great strategic challenges such as: the Articulation of efforts; Information Management; and Planning, refers to a press release.
In the proposal of the Statement of Motives of the Bill that is open to consultation, the different dimensions of Climate Change that must be contemplated are highlighted, as it is not strictly an environmental issue. Among the desired objectives to be achieved in this process of collective national construction, are expanding the visions that allow contemplating the human dimension of climate change and its territorialization.
The following content outline of the Organic Law has been proposed, which is not restrictive to new proposals that may arise:
Principles and objectives, Adaptation, Mitigation, Reparations, Information and knowledge management, Science and technology, Climate finance, International cooperation, Education, training and capacity building,
Popular Power and Climate Change, Institutions for Climate Change Management, National Security and Climate Change, Surveillance and Compliance,
Incentives and sanctions.
Finally, the proposal for the Organic Law Against Climate Change must be much more than a set of provisions for the immediate management of the problems generated. It must be an instrument that provides guidance and inspiration, and at the same time lays the foundations and guidelines for the transition to an Ecosocialist model of production and reproduction of life.
