The National Assembly (AN) approved the Draft Agreement in Commemoration of the 13 years of the “Rudder Coup”, which was the starting point of a new era, in which Commander Hugo Chávez defined the bases to establish what was going to be the course for the coming years in terms of the policies that would represent the formation of the model of democracy, where the people have all the protagonism, were the words of Deputy Juan Carlos Sierra, in his right to speak in the parliament.
Likewise, the deputy highlighted that this draft agreement will allow the consolidation of the social State, of law and justice contemplated in the Bolivarian Constitution of Venezuela, to promote the new State, in which the Popular Power creates and builds an independent and sovereign country. As an example of this, more than 20 thousand works have been delivered in the areas of health, education, sports, recreation and economy.
That is why, “according to the true popular democracy in force in the five thousand 336 Communal Circuits, in the more than three thousand 300 communes that work and defend national sovereignty and integrity throughout the country from foreign interventionism, from the coercive measures imposed by the United States, it agrees”:

Commemorate the 13th anniversary of the Rudder Coup, proposed by Commander Hugo Chávez Frías.

It reaffirms the commitment of the National Assembly in the construction of the new State, in which the communes are assumed as the transversal axis of public policy, of social development on equal terms.

Accompany the great community movement of the Bolivarian Republic of Venezuela in its preparation for national defense and the fight to respect our sovereignty.

Communicate this agreement to the President of the Republic, Nicolás Maduro Moros, and to the ministry with jurisdiction over communal matters.

Publish this agreement in the Official Gazette of the Bolivarian Republic of Venezuela and give maximum dissemination of it in accordance with the provisions of article 136 of the interior and debate of the National Assembly.
Finally, Sierra stressed that the consolidation of the communes has been a progressive process. “Today we are more committed and convinced of the Commune as the only way to consolidate socialism.”
