In October 2023, the law was amended to mandate that this source of income be allocated to the operation of this infrastructure project and the provision of services, administration, exploitation, construction, planning, projects or programs, leasing, complementary works and equipment; everything related to the Mayan Train.
The reform to this legislation now establishes that they may also dedicate themselves to tasks and objectives “related to the corporate purposes of majority state-owned companies sectorized to Sedena,” that is, other infrastructure works that are the responsibility of the Secretariat of National Defense.
Another addition proposed to be established is that the resources must be contributed directly to the Trust.
In his second initiative, President Andrés Manuel López Obrador proposes amending the Federal Law on Firearms and Explosives to establish stricter controls on the manufacture and importation of weapons, prohibit the shipment of parts, pieces and components of weapons by parcel or Internet; and even to ensure that weapons that are part of evidence in criminal cases remain stored and under the protection of the Sedena.
It is also proposed to regulate high-calibre weapons in a differentiated manner, since they cause greater damage to the human body; to establish regulations on the use of pyrotechnic material and chemical substances and also to regulate improvised explosive devices, “frequently used by criminal groups against the population.”
In the latter case, it is proposed to criminalize the manufacture, possession, carrying and use of this type of improvised explosive devices and to prohibit “the shipment by the Mexican Postal Service, courier and parcel companies, Internet platforms, of weapons, parts, components, ammunition, explosives, pyrotechnic devices and chemical substances regulated by law.”
