Deposits to cover the guarantee bill for the failed purchase of the ambulances in Potosí They were carried out a month before Governor Jhonny Mamani was charged with economic damage to the State.
The data published by ‘El Potosí’ indicates that six people, including officials and former officials, disbursed the resources between June 20 and 22. A total of 1,435,000 Bolivians were consigned to the single account of that regional entity.
The officials and former officials who made the deposit on June 20 are Luis René Loayza Gallardo, Ricardo Rodríguez Serrudo, Rubén Moisés Miranda Castro and Leonardo Condori Margo. The latter is one of Governor Mamani’s strategic advisers.
The second deposit was on June 22 and those who made it are: Eulogio Peñaranda Cárdenas and Carla Lorena Villa Limachi. The latter is the one that deposited the least amount, 77,800 bolivianos, as stated in the brief that was presented by the former legal secretary of the Interior, Rubén Miranda.
“The Public Ministry must find out the origin of these monies. These officials must explain where they got such amounts from, their accounts must be intervened and, finally, to establish the origin of those monies”, said the departmental assemblyman Jaime Flores.
According to the accusation of the Prosecutor’s Office, Governor Jhonny Mamani awarded the contract “without it meeting the required technical specifications”, he recorded the reception of the ambulances without their being physically in Potosí and then voided the agreement 22 days after its breach, without issuing penalties or executing the guarantee policy.
The hearing of precautionary measures against the departmental authority was postponed twice and is now set for August 29. The Public Ministry requests house arrest for the authority so that it does not interfere in the investigation.
