The Government announced a million-dollar investment to transform electricity subsidies into clean and free energy through the installation of solar roofs.

The National Government took a historic step in its commitment to the energy transition and social justice. Through the Ministry of Mines and Energy, it announced an investment of $8.35 billion to bring clean and free energy to more than 1.3 million families in Colombia.
According to the portfolio, the resources are contemplated in Document Conpes 4158 of September 23, 2025, titled ‘Declaration of Strategic Importance of the investment project implementation of photovoltaic generation solutions to reduce the cost of electrical service in strata 1, 2 and 3 of the National Interconnected System of the Colombia Solar program’.
According to the Government, this strategy was developed with the support of the National Planning Department (DNP) and will have a budgetary validity between 2026 and 2030, a period in which thousands of solar generation systems will be implemented in vulnerable communities in the country.
Low-income families will benefit from free solar energy
Thus, the ‘Colombia Solar’ program seeks to provide households in strata 1, 2 and 3 with access to free and sustainable energy, significantly reducing electricity service rates and easing the pockets of the families most affected by its high cost.

The announcement was made by the Minister of Mines and Energy, Edwin Palma Egea, during the event commemorating the 70 years of the Cauca Energy Company (Cedelca). According to the official, this investment reflects a political decision by President Gustavo Petro to transform traditional energy subsidies into a sustainable and lasting commitment.
“We are moving forward with the Colombia Solar program. For the first time in history we have a Conpes document to allocate $8.3 billion to install solar roofs, free energy, to families in strata 1, 2 and 3 in the country. Every year we spend close to $7 billion on electricity subsidies. We are now allocating $8 billion in five years to change those subsidies for solar panels,” said the official.
According to the Minas portfolio, the central purpose is for the poorest users to become generators of their own energy, completely eliminating the payment of the electricity bill “as is already happening in several regions of the country.”
