The construction project of the Amber Highwaya new road that will directly connect the Northern Ring Road from Santiago with Puerto Platais estimated to have a cost of approximately 32 billion pesos (RD$ 32,000,000,000.00), a work that is expected to have a length of 35 kilometers.
This is established in the call for national public tender for the design and construction of the highway registered under the procedure TRUST-CCC-LPN-2025-0010published by RD-Vial Trust.
The proposal establishes that the new highway will consolidate a strategic corridor that will improve the mobility between both provinces. The road aims to enhance not only road connectivity, but also tourism and economic competitiveness in the region.
Track size and other specifications
According to the call, the highway will have an approximate length of 35 kilometers and a solution proposal with viaductsoverpasses, road boxes, bridges or tunnels, traffic distributors. As well as four lanestwo in each direction.

Regarding the location of the project, it indicates that it would begin in the Northern Ring Road from Santiagobut what the exact location will be defined by the approved plans and the topographical layout.

The Amber Highway will reduce the travel time between Santiago and Puerto Platathus connecting with destinations on the Atlantic coast, generating time savings equal to or greater than one hour compared to current routes.
“Likewise, it will contribute to reducing road accidents, increasing traffic and loading capacity, and improving resilience to adverse weather events,” he indicates while highlighting the importance for the economic competitiveness between both provinces.
Tourism and connection with other structures
Indirectly, the project has the potential to generate an impact on different economic sectors in provinces adjacent to Santiago and Puerto Platathrough an improvement in road connectivity for access purposes to the Port of Puerto Plataargues Fideicomiso RD Vial in the previous studies that accompany the tender.

At its southern end, the highway will join the Santiago ring roadallowing fluid connections with the Duarte Highwayhe Cibao International Airport and the main urban entrances, without having to enter the city center.
At the northern end, the road will connect with a strategic point near the Great Parade of Puerto Platafacilitating access to the city, the Gregorio Luperón airport and the tourist poles of the Atlantic coast.
Historically, the highway has been missing
According to the study, the geographical area that will benefit is characterized by the presence of Northern Mountain Rangewhich acts as a natural barrier between the Cibao Valley and the Atlantic coast. This condition has directly influenced the historical limitations of the road infrastructure existing.
That is why the current roads were designed to avoid the mountain range, as is the case with the Santiago – Navarrete highway– Puerto Platawhich causes a considerable increase in the length of the route and travel times higher.
The call for bids
This Thursday, November 27, the RD-Vial Trust opened the national public tender for the design and construction of the Amber Highway.
The call will allow interested companies to withdraw the specifications starting this November 27 at the trust headquarters, located in the Presidente González Street #22, Ensanche Naco.
They can come on time from 8:00 in the morning to 4:00 in the afternoon. The specifications will also be available on the portal of the Electronic Public Procurement System (SECP).
Digital proposals must be submitted through the SECP. The physical proposals They will be received in sealed envelopes until Friday, March 20, 2026 at noon, in the RD-Vial meeting room. The public opening of technical offers will take place on the dates established in the specifications.
The announcement was accompanied by a statement of the Minister of the Presidency, José Ignacio Paliza, who highlighted the project relevance.
