Amalio Belmonte raises honorable consensus for the UCV elections

From the Central University of Venezuela (UCV) they await the realization of a schedule for the celebration of election of its authoritieswhose period has expired since 2012.

“It is necessary to reach an honorable consensus that gives legitimacy to the electoral process,” he declared. Amalio Belmonte, current secretary of the UCV. “It is up to us that the electoral commission draw up a schedule,” Belmonte said.

To advance in these elections, the University Council appointed a technical commission, coordinated by Robinson Rivas, with the purpose of evaluating the most feasible options of the electoral process, reported Belmonte.

The Secretary recalled that the University Council of the UCV had already approved an electoral regulation based on the criteria issued in ruling 0324 of the Constitutional Chamber of the Supreme Court of Justice issued on August 27, 2019.

The parameters contained in that sentence imply creating the five registers for the electoral act of the university authorities and including all sectors, namely, professors, students, graduates, administrative and worker personnel.

Belmonte pointed out that the regulation approved by the University Council contains “an interpretation of what was said by the Constitutional Court” and it was forwarded to the Minister for University Education, Tibisay Lucena.

In this sense, Belmonte explained that this regulation allows graduates, workers and employees to vote for the first time to elect the authorities of the highest house of higher education in Venezuela, together with teachers and students.

“But in the regulation a proportion is given to the votes of these sectors: teachers (100%), employees (10%), workers (10%), graduates (5%) and students (25%),” he explained. the Secretary.

“Until now, the regulation that we approved in the University Council, and that will be used only for the upcoming electoral process, has not been rejected by the Ministry of University Education,” concluded Belmonte.

“We hope that the elections to choose the new Ucevista authorities will be held during the first half of next year,” he said.

The rules

On August 27, 2019, the Constitutional Chamber suspended the elections in the UCV to renew its authorities, until a regulation is drawn up that accommodates sectors excluded in those elections.

But the following year, specifically on February 27, 2020, the same Constitutional Chamber suspended that measure and granted the endorsement for the elections to be held at the UCV. The decision was made after representatives of both the UCV and other universities pledged to “democratically renew the university authorities whose term is long overdue,” says the sentence drafted by magistrate Carmen Zuleta.
