Alonso Romero: Reforms and Sovereignty

For six years, The opposition, its NGOs and its experts They were litigating against all the reforms that were already presented through which it was intended to increase the sovereignty of the country in strategic sectors such as food and energy. Now, those same characters have applauded, in an excessive way, the only real and total rape of the T-MEC, the tariffs that Donald Trump unilaterally imposed on his two partners in that treaty. Something is clear, the opposition and its scaffolding are not simply lost to their principles, its agenda is about blocking the strategic development of the country and subordinating it to foreign interests.

In this context, the reforms presented by President Claudia Sheinbaum are extremely important, in particular, energy. Remember that Pianism, NGOs and their expertsblocked the reform of the Law of the Electric Industry and subsequently the constitutional reform in 2022. Now the president has managed to pass a constitutional reform and the general principles that will contain the secondary laws and that will delimit the actors of the sector were presented. It is very important to mention that these secondary principles and laws are the result of the work of almost a year, which began during the transformation dialogues, and the government was continued once. During this process, all actors in the sector were heard, large and small.

One of the most important and substantial changes is the role of the State within the electricity sector. When the 2013 reform was presented, the State was reduced to plan The sector, however, this planning was conceived as indicative. Now, as could be observed in the presentation of the morning, the planning will be mandatory for all participants in the electricity sector. This change gives certainty to all sectors of the economy, since it allows to generate regional and national development plans with the certainty of knowing where, when and how much energy it will be available. This is fundamental, to achieve development that is inclusive and that allows to climb in the value chain, that is, to have better paid jobs in Mexico.

Another great change is that the strategic nature of the electricity sector in the legal framework is reflected. Unlike 2013, the fundamental role of electricity is understood in guaranteeing access to a dignified life and in being an investment enabler, the archaic conception is left behind that it is a merchandise more, and it is granted the importance that really really has. The sector is seen as the base and engine of the economy and not only as a sector to extract profitability. The vertical and horizontal integration of state companies is resumed, which has been demonstrated on multiple occasions that in the electricity industry is the best, the most efficient and what generates better conditions for economic development (for more information see https://bit.ly/3w70rpk). There is an inversely proportional relationship between the profits of the energy sector and the development experienced by a country. That is, the larger the profits that the industry has, the lower the speed of development. The above is true when the industry is private/ mostly private and operates under the logic of maximization of profits (such as the 2013 reform, or Germany).

None of this would have been possible if the State had not had tools such as the state companies that Pianismo and its scaffolding in destroying. Now, we see that President Sheinbaum had all the reason to implement constitutional reforms, its secondary laws and develop plans (such as the Mexico Plan), which will strengthen the sovereignty of the country through the creation of technological development and local value chains. It has been clear that the United States is no longer a reliable commercial partner. They will use any dependence (commercial, economic, military and/or energy) as a tool to extort any country, without distinction. This is how they are doing it right now with Canada and Mexico, but also with European countries, which it has threatened with tariffs not to buy more energy (liquefied natural gas) from the United States. The neighboring country of the north has broken openly with all the rules that for years pretended to observe and that applied to other countries. We are facing a new moment in history, one that demands unity. In Canada, although Trudeau is on the floor and that they will soon have elections, the Canadian opposition has set aside everything and has joined the government liberal To show a united front. In Mexico, the opposition has joined Trump’s speech, faithful to his platform and principles of delivery. The good thing is that, every time, that opposition becomes smaller.
