He stated that the Ukrainian ambassador was in the most difficult situation any head of state could be in, “which is having to face the reality that his people are being massacred, invaded, before an international forum.”
He also referred to the statement issued this Thursday by the Ministry of Foreign Affairs of Panama, stating: “the statement issued by the Republic of Panama does not even mention the word Russian federation nor does it mention aggression. Make no mistake, the fact that the Republic of Panama has an instrument called the Permanent Neutrality Treaty of the Panama Canal and the Permanent Neutrality Protocol, does not imply that in the face of a manifest violation of international law, the appropriate pronouncement”.
He clarified that our country has not proclaimed its neutrality, only the Panama Canal.
“I do believe that on this issue it is necessary to stop lukewarm. Here we are facing an aggression and a violation of international law; force cannot be used against the territorial integrity of a state. In my opinion, the statement from the Foreign Ministry lacked forcefulness, ”he concluded.
