The Central Bank of Paraguay hosted the III International Congress on Maritime Law, an activity organized by the Center for Maritime Studies, the Ibero-American Institute of Maritime Law and Mundo Fluvial Marítimo Paraguay.
The central thematic axis that was developed in an extensive program dealt with the Paraguay-Paraná Waterway and the Bioceanic Corridor with the actors of the maritime and fluvial world of Paraguay, Argentina, Bolivia, Brazil, Uruguay and Chile.
Authorities from the public, private and educational sectors gathered at the BCP convention center, highlighting Miriam Peña, Dean of the Faculty of Law of the National University of Asunción, Oscar Paciello, president of the Judicial Council, the former ministers of the Supreme Court of Justice, Bonifacio Ríos Ávalos and Víctor Núñez, who made up the table of honor.
Professor Dr. Fernando Beconi, coordinator of the international conference, welcomed the speakers and the general public, highlighting the importance of the event, generating a space for debate within the iusmaritimist science of the region.

In view of the position of Argentina regarding the application of a toll for the international transit of cargo vessels in the section of the Paraná Riverbetween the Port of Santa Fe (Km. 590 of the Waterway) and the Confluence with the Paraguay River (Km. 1240 of the Waterway), under the terms of Resolution No. 625/2022, issued by the Ministry of Transportation of the Argentine Republic, Dr. Beconi stated that: “International relations are based on the interests of the States parties and I consider that relations between Paraguay and Argentina are good but that they are temporarily affected, but means will be sought for mutual consensus and specifically settle the situation raised”.
In turn, the director of legal affairs of the National Navy, Captain of the Ship, Ruben Rodriguez He stated in his presentation during the International Congress that “The Argentine Republic has acted outside the agreement regarding the application of the tollit was unilaterally since in the signing of the treaty it emphatically states that no tax will be applied to the charges of the state parties and that if such a situation occurs it should be in consensus between Paraguay, Argentina, Brazil, Bolivia and Uruguay and such a thing did not happen, Argentina imposed the toll unilaterally.
