Alfredo Pacheco highlights increase and decrease in legislative default

Santo Domingo. The president of the Chamber of Deputies, Alfredo Pacheco, today presented to the country the reports corresponding to 2021 2022, in which he showed the results of the legislative, administrative and financial activities carried out during this period.

He also highlighted the achievements in each of these pillars and for having significantly reduced the legislative backlog.

“In this management we legislate with our eyes set on the people and we dusted off a large number of initiatives that for decades had been sleeping the sleep of the just, in order to reduce legislative delay,” he said.

Pacheco reported that the average number of issues approved per legislative year during the decade from 2010 to 2020 was 322, and that, only in the two years that he has been in charge of the Chamber of Deputies, the plenary approved 2,535, which reflects the great dynamism of legislative work.

In that order, the president of the Chamber of Deputies stated that among the initiatives approved by the plenary, in this legislative year, the following stand out: the General Customs Law, which had been in the legislative process for more than 15 years; the Digital Media Law of the Judiciary, which was a claim by the entire Judiciary; the Single Planning Regions Law, which in addition to having been in the process of approval for more than 20 years, was a necessity for all sectors of national life.

Likewise, the Law that creates the National System of Protection and Comprehensive Care for Early Childhood, deposited by the Executive Branch and promoted by the Cabinet for Children and Adolescents, headed by the First Lady, Raquel Arbaje.

In addition, among the projects approved by the deputies is that of the Law that Frees from the payment of the Inheritance Tax the Resources delivered by the Pension Funds Left by a Deceased Person and the one that after a long hustle and bustle in the National Congress, was approved by unanimously, the Domain Extinction Law, which seeks to combat drug trafficking, illicit activities and corruption and which was a claim of the entire Dominican society.

Also, as part of the arduous legislative work, more than 4,000 initiatives that were approved and pending submission to the Executive Branch and the Senate of the Republic were dispatched, some of which had been in the archives of this institution since 1986.

An important point that Pacheco highlighted in the accountability act for the 2021 2022 legislative year, which was attended by the Vice President of the Republic, Raquel Peña and the First Lady Raquel Arbaje, was the large number of young and valuable women deputies who make up the registration of the Chamber of Deputies.

“To give you an idea, 40% of our legislators are under 50 years old and the vast majority have been actively involved in each of the efforts made by this legislative body,” he said.

Training

At the event, which was attended by journalists and media executives, Alfredo Pacheco highlighted the efforts made by the institution in terms of training.

“I take this opportunity to inform you that a third of the enrollment of our legislators are studying a Master’s Degree in Public Law and Constitutional Law, a master’s degree to which, in addition, an important part of the collaborators and technical support personnel were included, who have decided to go further professionally, as an added value to the work we do, to continue strengthening our capabilities, so that this is reflected in better legislation for the country”, he said

In that same order, he highlighted that the deputies participated in a training with the internationally famous speaker, John Maxwell, an activity that did not cost the Chamber of Deputies a penny; They held a panel on Russia’s invasion of Ukraine and its impact on the Dominican Republic, in which experts in the field analyzed the consequences that it would have for our country.

Administrative

With regard to the administrative part, Alfredo Pacheco pointed out that since last year the institution has applied a transversal support scheme to the actions of the substantive bodies (The Plenary, the Board of Directors, and the Commissions); to the political organs (The Coordinating Commission and Party Blocs); to the support bodies (the general secretariats: Administrative and Legislative) and the consultation bodies, through the acquisition of equipment, machinery and the renovation and adaptation of physical spaces to be able to carry out a better job.

“All of this adds value in the short, medium and long term to the execution of our budget expenditures, maintaining a level of balance in the use of financial resources,” he explained.

He stated that the budget availability was based on the income received during the year, including extraordinary contributions and other income, which were used to cover a large part of the debts that had been accumulated for several years.

“Despite the fact that this Chamber of Deputies has maintained the same budget from 2016 to the present day, I announce that we have covered a little more than 90% of the debts that were overdue and that only a minimum percentage remains pending. due to bureaucratic matters he has not been able to be honored”, he pointed out.

In addition to the Vice President of the Republic and the First Lady, the accountability ceremony of the President of the Chamber of Deputies, Alfredo Pacheco, which was supported by legislators from both chambers, was also attended by ministers, general directors, ambassadors, as well as as businessmen and outstanding personalities of public life.
