Within hours of taking command of donald trumpthe Peruvian ambassador to the United States analyzes a possible pro-Latin scenario.
There is a lot of expectation for what trump he declared before taking office.
It is a privilege to be able to be an ambassador at the end of a mandate and start a new one. They are special days. There is a lot of expectation for the president’s inauguration trump. We will wait for his first words as acting president. All there has been are statements, but without having yet been president.
Marco Rubio, of Latin descent, will be the new Secretary of State.
Well, Marco Rubio is going to have a very important position in the United States government. He will be the Secretary of State and this is key. He was just in Congress a few days ago. The importance for us, as Latin Americans, is that we precisely have a Latin American, of Cuban descent, as Secretary of State. That has never happened. Which means there is likely to be renewed interest from the administration trump for Latin America. It is a very interesting global scenario, where we have the United States as the great power in the world, and also other powers that are placing their interests in South America.
There is a Florida block with Latino ancestry on the same team.
Yes. And there are also the Republican congressmen from Florida, of great prestige, like Carlos Giménez, like Díaz-Balart, like María Elvira Salazar. There is also Mauricio (Claver-Carone), the former president of the IDB, closely linked to Latin America, and with an expectant position. Trump’s campaign office has been Mar-a-Lago, a few miles from Miami. That indicates the epicenter of interest and who is surrounding it. There is an important Latin American presence that has not existed before in any administration. This generates an expectation that we may have some greater interest compared to other administrations for our continent and for Peru in particular.
Mauricio Claver-Carone is going to be special envoy for Latin America…
He also has a clear position on Latin America. There are several politicians close to Trump who have Latin blood.
He was the Trump advisor who spoke about the Chancay port tariffs.
With Mauricio we have to wait a little for him to take over. He made a previous statement, but it was in a certain context. The tariff issue must be taken with a grain of salt, not only in the case of Peru but in general. An increase in tariffs could generate inflation and trade diversion. Let’s see. I could rather analyze that these statements are part of a negotiation strategy to position their issues. I don’t want to get ahead of myself.

How has the relationship been at the end of the Biden administration?
I think the relationship has become stronger. And I’m not saying it because I’m there. We have signed valuable documents. I am referring to the Artemis Agreement, with the possibility of cooperation with NASA on the aerospace issue. And also to the agreement on critical minerals, because Peru is a world power in minerals. The agenda with the United States is very interesting. And we will make further progress in this next term.
The FTA was signed during the Republican administration.
Yes. The first FTA that Peru signs is with the United States. It was in 2006, in the administration of President Bush. And it was only effective as of 2009. And it has been an exchange of close to US$23 billion. We are the first supplier of blueberries to the United States. And the second supplier of vegetables and fruits to the United States. We export textiles and crafts. And a lot of agribusiness, more than US$4 thousand. It has been a successful treaty from every point of view. Today we have 22 FTAs. And today, a Republican administration returns.
He announced meetings with Amazon, Newmont, Citibank and telecommunications through José Fernández, Undersecretary of State for Economic Growth Affairs.
Of course. We are working with Amazon for an agreement. We already have one with Google. Apparently, Newmont and BlackRock are going to have a space with the president to generate investment. She will have meetings with US businessmen in Davos.
Will what Trump said about the Panama Canal include the Port of Chancay? Chancay is the new Panama Canal.
I do not want to analyze these statements. They will know why they say it in a certain context. I imagine that not all of them will be effective. I have the perception that these are topics that are going to be discussed. Maybe it’s part of a negotiation.
PLEASE NOTE
“Our emphasis will be on the development of new projects and new investment. We have an infrastructure deficit of US$140 billion. We lack roads, bridges, electricity, irrigation… That’s where I think the United States could help reduce that deficit.”
“We are in a strategic place. Not for nothing were we the center of the Inca Empire and the Spanish Viceroyalty. “We have to try to get the most out of it.”
“We are waiting for Corío to be decided by Proinversión and the APN. “Let the charging potential be defined.”
