Although he was not elected by the Dominican people to hold a position in the public administration, he was not appointed by decree or through a board of directors, Juan Alexis Medina Sánchez served as an official with a high level of influence to the point of recommending replacement, promotions and appointments in the Ministry of Defense, the National Police, Reserve Bank, Ministry of Public Health, among other State institutions.
This is established by the Special Prosecutor’s Office in Administrative Persecution (Pepca) in the accusation of the operation called Antiplpo where it reports that the brother of the former president of the Republic, Danilo Medina, sent communications to the different institutions stamped “Office Lic. Juan Alexis Medina Sánchez ”with which he requested the appointment in institutions of people related to him.
Among the evidence provided by the Public Ministry is the “communication with the registered Office Lic. Juan Alexis Medina Sánchez, year of housing development, containing a list of 20 names written on a computer and by hand with the title ‘list of recommendations for promotion 2016’ , with strikeouts and corrections by hand. At the end of the list a dry stamp with the national emblem the letters Juan Alexis Medina Sánchez and the initials JAMS “
Likewise, they refer to a communication dated September 11, 2018, addressed to Lieutenant General Rubén Paulino SEM, then Minister of Defense, by means of which Alexis Medina requests that Wáscar Méndez Rodríguez and Wander Méndez Rodríguez, sons of the current defendant Wacal Vernavel Méndez Pineda, were integrated as officers to the Air Force.
These communications, according to Pepca, demonstrate the way of “behaving before the institutions and public officials because he is the brother of the first president of the Dominican state, as well as the incidence he had in the State to ensure that people of his trust were admitted, above the income protocols ”.
The Public Ministry reports that on September 4, 2014, Alexis sent a communication to Brigadier General PN Pablo Arturo Pujols, requesting that two people be rectified as members of the then Metropolitan Transportation Authority (AMET).
Similarly, it mentions the letter sent on July 7, 2018, stamped “Office Lic. Juan Alexis Medina Sánchez”, to Simón Lizardo Mezquita, administrator of the Reserve Bank, with attention to his sister Araceli Medina Sánchez, deputy administrator of the Bank , recommending a person for “having been a faithful collaborator of those who subscribe in political movements.”

Likewise, it had influence on the Attorney General’s Office, the Empresa Distribuidora de Energía del Este (Edeeste), the Dominican Corporation of Aqueducts and Sewers of Santo Domingo (CAASD), Ministry of Foreign Relations, Pro Consumidor, Center for Exportation and Investment of the Dominican Republic (CEI-RD, today ProDominicana), the Ministry of Education, the National Health Service, as well as the former Minister of Defense, Lieutenant General Maximiliano Williams Muñoz Delgado, the head of security for former President Medina, Major General Adam Cáceres Silvestre, Víctor Gómez Casanova, among others.

In the raids, the Public Ministry found a table where the brothers of the former president of the Republic had registered the commercial companies that he had allegedly created to be providers of the State, with the names and people who had authority or signing power.

This box shows the authorized firms for banking operations and the companies Angesca, SRL, RS Monito-Reos, SRL, Omalto Supply, SRL, and Conducable, SRL are added to the corporate structure, and the natural persons used, on that date, are listed, by the accused Juan Alexis Medina Sánchez as associates of the same, namely: JAMS, Julián Suriel, Messin Márquez, Wacal Méndez, José Santana, Ebelice Durán, Rafael Leónidas, Omalto Gutiérrez, Domingo Santiago, Luis Eduardo Sabala De Jesús, Rigoberto Alcántara Batista, Ángelo Cabreja, among other names ”, relates the accusation.
They find valuable documents in raids
Pepca points out that other evidence collected in the raids yielded valuable documentation to demonstrate the existence of the corporate network and its final beneficiary, including a letter dated November 24, 2016, signed by Alexis Medina, addressed to Idalia Cabrera of the Cabrera law firm Pimentel & Asociados, through which he requests that you send him all the folders with the constituent documents of the companies that the JAMS Group (Juan Alexis Medina Sánchez) has in his possession, because he is constantly making use of them in the projects he is working on . In response, the accusation continues, Cabrera Pimentel prepared 15 communications on November 28, 2016 whose subject is: “Remission of original company folders”, corresponding to the company names: General Medical Solution AM, SRL, Wattmax Dominicana, SRL , Fuel America Inc. Domincana, SRL, Contratas Solution Services CSS, SRL, Twenty-seven 328, SRL, United Suppliers Corporation, SRL, Globus Electrical, SRL, General Supply Corporation, SRL, Domedical Supply, SRL, and Comercial Covanta, SRL
