According to the union that groups EPS, mostly from the subsidized regime, it expresses its concern about the draft decree of the Ministry of Health that establishes a modification to the SOAT as of December 15, 2022 since, as it is proposed, one of the sources of financing for health insurance would decrease.

The draft decree states that the subsidy in this insurance for certain types of vehicles such as mopeds, motorcycles under 200 cc, business cars, taxis and urban minibuses, urban public service, buses and minibuses and inter-municipal public service vehicles would be financed “with resources from the General Budget of the Nation that are allocated to health insurance”, as mentioned in the paragraph of article 2.12.8.2.
These same resources constitute a source of financing for ADRES to make the payment of health care for traffic accident victims when there is no policy and the excess of this collection is allocated to health insurance, so any decrease in the collection of resources from SOAT will directly reduce one of the sources of financing for health insurance.
It should be remembered that Law 1753 of 2015, by which ADRES is created, establishes in article 66 that the budget of this entity will be for concepts of spending with a cash unit and that priority will be given to mandatory health insurance.

With this decree project, the resources are being given a destination that, in addition to not being allowed within the concepts authorized by law, affects the financial closure of health insurance expenses and care for the affiliated population, whose sufficiency is very close in this term for various reasons such as the increase in expenses for higher frequency of use of services, inflation and devaluation, among others.
This reduction in the cost of SOAT for some policyholders, which is reflected in the decrease in resources for health insurance, will aggravate the financing situation for the year 2023, which is already quite compromised.
