The Minister of Labor and Employment Promotion, Alejandro Salas, assured that Congress is not clear about the outlook on the question of confidence rejected by the Board of Directors. This, due to the jurisdictional claim that will be filed before the Constitutional Court.
“It makes it clear to us that, if they are resorting to the Constitutional Court, it is because, in the field of normative hierarchy, Congress is not clear about the figure either. Therefore, what will correspond to the Executive Branch, when the lawsuit is filed, will be to respond to it through the constitutional attorney of the State Attorney General’s Office,” Salas told TV Peru.
When asked about the possibility of being prevented from presenting a second question of trust while the process is being processed in the TC, the head of Culture indicated that “it would be necessary to see the scope of the demand and the wording with which this is being presented caution”.
“For us the issue is clear in the constitutional regulatory framework: one thing is what the Constitution says and another thing is the interpretation that one wants to give to a law or a regulation of Congress, which has the force of law. There is a framework of normative hierarchy. What this framework always makes us see is that, when there is a type of discussion, the highest-ranking rule prevails, in this case the Constitution. It will be necessary to clearly interpret what the President of the Republic has interpreted with Article 133 of the Constitution, (…) the refusal of confidence”, he added.
Confidence vote
The Minister of Labor also assured that “everything necessary” is being prepared so that the President of the Council of Ministers, Betsy Chavezask Congress for a vote of confidence.
“(…) These types of situations, in one way or another, mark a confrontation and have marked a constant confrontation by the Legislature against the Executive Power, whose only agenda was vacancy, disqualification and suspension. That today, with the presentation of the premiere in Congress, it is understood that the most important thing is to work for the country, ”he added.
