The Vice President of the Republic and Minister of Development, Industry, Commerce and Services, Geraldo Alckmin, said on Saturday (16) in Brasilia, that the measures to support companies affected by the rates that the United States imposed on Brazilian products will not have a negative fiscal impact because, rigor, do not configure a new expense for the Union.
“What we are doing is anticipating something that will be returned; resources that do not belong to the government,” said Alckmin as he visited a car dealership from Brasilia to check how are vehicle sales contemplated by the federal sustainable car program, which reduces tax on industrialized product tax (IPI) aliquots that meet sustainability requirements. The program was launched on July 10 this year.
“Not even the Drawbacknot even the Reintegrationshould have any tax issue, because the money is not from the government, which is only returning faster to those who were hit by the tariff [dos Estados Unidos] And they had their exports failed, ”added the vice president, referring to two of the mechanisms provided for in the Provisional Measure (MP) that the federal government referred to the National Congress last Wednesday (13).
Sovereign Brazil Plan Callthe MP brings together state support measures to exporting companies and protection of workers from affected sectors, releasing about R $ 30 billion to compensate for any damage to Brazilian exporters.
Appeal
The Call Drawback It is an appeal that enables the suspension of the collection of taxes that focus on imported inputs used in the production of national articles exported to the US. Thus, the deadline for companies to export the goods that have had inputs benefited by the regime will be extended.
Already the new Reintegra provides tax incentives that will allow the affected Brazilian companies to recover part of the indirect taxes incident about the production chain of exported products, in the form of tax credits. This helps companies reduce costs and improve competitiveness in the foreign market.
“We will give 3% reintegrad. That is, the company [afetada pela sobretaxa dos EUA] will receive 3% of the value of the product. This should not have a fiscal impact, as it is tax residue, ”Alckmin reiterated by pointing out that, although the Federal Constitution establishes that Brazilian exports should not be taxed, the products accumulate embedded taxes that must be refunded to manufacturers.
“When I expose a car [por exemplo]Even not paying export tax, I paid tax when buying the tires, the steel, the glass. So these taxes need to be returned to the exporter. But the governments take time to return them and the exporter gets a tax credit. What we are doing is anticipating [a devolução] Of something that will be returned, ”explained Alckmin.
Principle
“THE Drawback follows the same principle. When I’m buying a product to export, I don’t pay tax, but if I don’t meet the regime [dentro do prazo legal]I have not only to pay the tax but also a fine […] What we are saying is that those who bought a product to export to the US will have another year [de prazo] to export. We are postponing for a year this Drawback so that the exporter can seek another market or [renegociar com seus clientes] In the United States, ”said the vice president.
Then Alckmin signaled that the federal government is in a hurry in the approval, by the National Congress, the Provisional Measure (MP) and the complementary bill presented by the Executive Power. The MP is already in force, but needs to be endorsed by parliamentarians in a maximum of 120 days. In addition, some of the MP measures need to be regulated by approval of a bill.
The vice president of the Republic also pointed out that “we expect this to be done quickly. Because one is linked to the other,” Alckmin concluded by arguing that the Legislature “has an important role to fulfill, which is to give a quick response to the federal government proposal.
