The vice-president-elect, Geraldo Alckmin, compared the transition process between the Bolsonaro and Lula governments to a relay race. “This here is a continuity, a relay race. One passes the baton to the other”, said Alckmin when announcing, today (22), in Brasília, the names of federal deputies and senators who will compose the thematic technical groups responsible for discussing what Alckmin classified as the “most relevant themes from a legal and budgetary point of view” for federal management.
With 40 days to go before Lula and Alckmin take office, the vice-president-elect assured that there was no rush to announce the future ministers. According to him, the priority, at the moment, is to “resolve” the 2023 budget. Technical coordinator of the transition cabinet, former minister Aloizio Mercadante complemented Alckmin’s speech by stating that the team of the future government is studying to reinstate the requirement for a review period of the expenditure ceiling in the so-called Constitutional Amendment Proposal (PEC) of the Transition.
“There was, in Constitutional Amendment nº 95, a device [prevendo] a review of the ceiling in 2026. On the occasion of the vote on the PEC of Precatories [em 2021]this device was withdrawn by the current government team, which postponed [a revisão do limite] for the future. What is now being discussed is the possibility of reinserting, by means of a Complementary Law, a device to revise the Expenses Ceiling, with date, form and deadlines”, commented Mercadante, assuring that the final decision will be announced shortly.

Alckmin, on the other hand, assured that the names of the members of the Defense technical group should be announced by, at the latest, next Thursday (24). According to the vice-president-elect, the working group will be composed of civilians and military personnel from the Air Force, Army and Navy. “We already have a draft with the names and we are going to announce the Defense group by Thursday at the latest”, said Alckmin, attributing to Defense a “strategic, extremely relevant” role.
The Government Transition Cabinet is composed of 31 technical groups. Thematic, each group will produce a final report containing a diagnosis of the respective area. The document must contain information on the functioning and performance of the bodies and entities of the Federal Public Administration, identifying risks and pointing out sensitive aspects of management that deserve to be investigated by the control bodies.
The groups must submit, by November 30, a preliminary diagnosis, with alerts from the control bodies, an analysis of the structure of each area and a preliminary list with suggestions of normative acts that should be revoked from January 2023.
By December 11, the groups must present a final report, with an analysis of the programs implemented by the current management, as well as the programs of the PT administrations that were discontinued.

“These are the parliamentarians, from the various political parties, who will be part of the technical parliamentary group for the transition,” informed Alckmin. So far, there have been 285 confirmed names in the transition, the vast majority of voluntary people without paid positions.
