It has been 11 years since the disappearance of Alcedo Mora. Two attorney generals have passed through the Public Ministry without investigating the matter in depth or determining what happened to the Merida leader whose trace was lost after denouncing irregularities in PDVSA.
Alcedo Mora and the Colombian brothers Esneider and Eliézer Vergel will not benefit from the Amnesty Law approved on February 19. It is not that they are not included in it, the reason is that these three people have been missing since February 27, 2015, when they were last seen in the state of Mérida.
The disappearance of Mora and the Vergels was never seriously investigated by the Attorney General’s Office. The event occurred when that office was headed by Luisa Ortega Diaz, and her successor, the now former prosecutor Tarek William Saab, promised to investigate what happened, met with some of his relatives, but never gave a report on the progress of the investigation. Silence prevailed.
The causes of these disappearances remain to be proven, but everything indicates that Mora believed the statement that corruption would not be allowed by the “Bolivarian revolution.” Mora was an official in the Mérida governorate and reported irregularities at a PDVSA landfill in El Vigía.
The Vergel brothers had arrived in Venezuela fleeing violence in their country, and Mora made friends with them. His relatives did everything possible to receive a response from the Venezuelan authorities without success.
Alcedo Mora was a member of the Party of the Venezuelan Revolution (PRV), of which Saab was also a member, but not even the fact that they had been party colleagues made the now former prosecutor take the case seriously.
Now in February 2025, more than a decade after his disappearance, Mora’s relatives released the following statement:

On February 27, 2026, it is 11 years since the forced disappearance of our family member and social leader Alcedo Mora, popularly known as Bateria, we make this statement for the Venezuelan and international public opinion that until now no response has been obtained from the Venezuelan State, who, guarantor of the Constitution, has failed to comply with the Constitution on forced disappearance and international treaties on this matter. We make public that our family member and friend days before left a message that had an arrest warrant for him. Given these events that have arisen to this day, we demand the criminal and administrative investigations of the former Attorney General of the Republic until 2 days ago – imposed by the questioned Constituent Assembly of 2017 – Tarek William Saab, today the Ombudsman who is a mockery, as well as the questioned former Venezuelan Ombudsman Alfredo Ruiz, for inaction in his powers as established by the national legal system, moreover 11 years without a response, no response has been found. progress, such events allow us to see how 2 figures of Citizen Power have ignored our case of our friend Alcedo Mora and more than hundreds of Venezuelan political prisoners and dissidents for thinking differently, using fascist mechanisms such as the law of hate, anti-blockade law and internal commotion to discipline the Venezuelan population.
We stand in solidarity with the Venezuelan political prisoners who, for asking for democratic opening, salaries and pensions based on Article 91 to be placed in Venezuelan prisons, we also stand in solidarity with the relatives of said political prisoners because they suffer from the inaction of the Venezuelan State.
Given current events, we must denounce that the Amnesty Law has become a final law to forgive those who tortured, murdered, and violated due process to Venezuelan political prisoners and without providing them with any reparation. Furthermore, it does not comply with international standards as established by the UN, much less a Peace jurisdiction, to guarantee that these macabre acts do not occur again.
As a result of the last presidential elections of July 27 and the events of January 3 where the boot of the faction of international imperialism attacked Venezuelan soil, we demand that the presidential elections be repeated to guarantee the functioning of the State / Nation, and as our relative and his organization Ruptura said, neither Russians nor Americans, for a Sovereign Homeland.
Given these events that have not been given details, the dismissal of the military high command is also demanded since they allowed our Venezuela to be sullied first with the violation of popular sovereignty on July 27, 2024 and the violation of territorial sovereignty by external forces such as Cubans, Russians, Iranians and North Americans.
Given this dimension, it is imperative to rescue the constitution of the Bolivarian Republic of Venezuela and its constitutional precepts and call new presidential elections for June of this year as established by the Crbv.
Denounce that the current dictatorship is a North American Protectorate, previously it was that of the Chinese and Russians.
Demand the freedom of all political prisoners.
Let the forced disappearances appear.
A truth and impunity commission that is not manipulated by the dictatorship is established with the support of the UN and the IACHR.
