In the last plenary session on Thursday, congressmen waited until late at night to vote and shield to the head of the Council of Ministers, Alberto Otárolawho, for the moment, will not answer politically for the murders committed by personnel of the Army and the Policewithin the framework of the state of emergency decreed by the regime on duty.
The vote was just at 10:42 at night. There were 59 votes against and seven abstentions. Thus, the processing of the first interpellation motion filed against Otárola was blocked..
The benches that unanimously decided to protect the head of the ministerial cabinet were Popular Force, Popular Action, Alliance for Progress (APP), Popular Renewal, Country Advances and we are peru.
Within these groups there are congressmen from the southern regions where there were deaths from the repressionbut they chose to vote against the interpellation process.
This is the case of Arequipa, where there were three deaths in Chala and Cerro Colorado. However, the legislators voted against the interpellation Pedro Martinez (AP), Diana Gonzales (AvP) and Ezra Medina (We are Peru).
Something similar happened in relation to Cusco, where there was a deceased on January 11. Two of its representatives voted against the admission of the interpellation: Luis Aragon Carreno (AP) and Alejandro Soto (APP).
In Junín there were three deaths on December 16, 2022 due to police repression. But the congressmen from this region Ilich Lopez (AP) and david jimenez (FP) chose to protect Prime Minister Alberto Otárola with their vote against.
by region Fist there was an abstention vote Oscar Zea Choquechambi. And another five votes in abstention from the left, with which these congressmen also joined the shield: Elizabeth Medina (Huánuco), Jorge Marticorena (ica), Nivardo Tello (Lime), Jorge Coayla (Moquegua) and Lucinda Vasquez (San Martin).
There are 22 legislators who did not register their votes for various reasons, including Wilson Soto (Huancavelica), alex paredes (Arequipa) and even Isabella Cortezwho was seen in plenary, but decided not to score at this key moment.
With this decision, the Congress prevents Alberto Otárola from answering before the country the 18 questions of the interpellatory document, mainly on the issue of extrajudicial executions in the southern regions by actions of the Army and the Policedue to the state of emergency.
