The Minister of Institutional Relations, Alexandre Padilha, said that the middle class will play an important role in making the wheel of the economy turn. The idea is to expand the segments benefited by programs such as Minha Casa Minha Vida, which directly result in the generation of jobs and increase industrial and equipment production, said the minister, when participating in the program. “President Lula has expressed concern about the middle class. Therefore, Minha Casa Minha Vida is not only for those who earn up to one minimum wage, but also for those who earn between 5 and 10 minimum wages”, said Padilha.
According to the minister, investments made in the program generate jobs and increase both industrial and equipment production. “And by turning the economy around, it improves lives and gives opportunities,” he added. Padilha estimates that the resumption of Minha Casa Minha Vida will result in the construction of more than 2 million homes.
He pointed out that the federal government is also on the horizon to benefit the middle class by helping smaller companies, which have great potential to generate jobs. “Lula has a very clear focus on credit for micro and small companies,” added Padilha, referring to measures such as the new Pronamp, a line of credit for companies of this size.

When talking about the recreation of the Economic, Social and Sustainable Development Council, the Conselhão, scheduled for May 4, Padilha highlighted that President Lula intends to dialogue with society as a whole.
According to the minister, the Council will be a “space of great diversity of opinions”, with the aim of assisting the government in defining new policies. The Council will have businessmen and entrepreneurs of different sizes and formats among its members, “exactly to dialogue with this public, which is very important for the country’s engine”.

Asked about the possibility of getting closer to parliamentarians from the so-called “Centrão” representing the return of the “take it from here” policy, Padilha said that the government is always seeking to expand dialogues and that the relationship with the 17 parties that indicated names for the government is “intense”, respectful and successful.
“I always say that the government’s crucial issues are not base and opposition issues. Therefore, I think we have a very positive environment in Congress, including for approving the new fiscal framework and the new tax reform. We even have dialogue with parties that declare themselves to be in opposition, but are willing to walk, dialogue and vote on these projects, ”he emphasized.
According to Padilha, negotiations with the National Congress follow the same dialogue bases practiced in the main democracies and that the government managed to vote “everything it wanted to vote” in those 100 days.
“We approved 13 MPs [medidas provisórias] of the previous government, after some changes that improved them. We improved the program to combat child harassment in schools, an MP that we built. We improved Pronampe [Programa Nacional de Apoio às Microempresas e Empresas de Pequeno Porte] and we approved the package for the defense of women’s rights. Padilha added that the government is now focused on the dialogue on the fiscal framework, a rule that clearly establishes how investments in health, education and housing will be guaranteed, “without committing fiscal irresponsibility.” For the minister, this is a rule that “exceeds the Lula government and signals to those who want to invest that there is a stable rule beyond the current government”.
According to Padilha, the new fiscal framework may still be voted on in the first half. “We are going to work to have it voted as quickly as possible for two reasons: first, because it is important for the project to be approved before we send the budget to the National Congress. In addition, it is a project that signals to economic actors that the government will do again what was done in Lula’s previous terms, which is the combination of social responsibility with fiscal responsibility”, said the minister, when highlighting that, approved, the framework will also facilitate the reduction of the interest rate.

During the program, Padilha criticized the Central Bank’s (BC) delay in lowering interest rates. “What President Lula does is express something he hears from businessmen and economists: interest rates today in Brazil are disproportionate when compared to other countries. Padilha assured that he denied that the government is considering changes in the law that establishes the BC’s autonomy, in order to make possible the resignation of President Roberto Campos Neto. “The relationship with the BC is institutional,” said the minister.
He said that the Central Bank’s autonomy law establishes four objectives: to promote full employment, guarantee economic stability, smooth economic fluctuations and ensure the effectiveness of the financial system. “There is, there, an institutional framework, and the relationship of evaluation and collection, which the National Congress itself must do”, he explained.
“The debate that is taking place is a natural debate, which takes place in the main democracies. Even in countries that have monetary authorities with some degree of autonomy, where the presidents of such institutions go to Parliament to render accounts and present their justifications.
