The Minister of Management and Innovation in Public Services, Esther Dweck, declared, this Thursday (15), that the public service categories that do not conclude salary negotiations by Friday (16) may not have salary adjustments in 2025, as they will not be included in the Annual Budget Bill (Ploa).
“With whom we don’t close [o acordo] this week, it will not be included in this initial bill. And so, we do not guarantee the adjustment from January 1st of next year”, said the minister.
The Ministry of Management and Innovation in Public Services (MGI) has set a deadline of Friday to finalize the talks at the negotiating tables with entities representing public servants to have time to include the agreed amounts in the 2025 budget. The Ploa, which forecasts revenues and sets expenses for the 2025 financial year, must be submitted by the government to the National Congress by August 31.
“We have been working on democratic dialogue, listening to everyone and trying to reach agreements. We have until Friday, August 16, to finalize what will be included in the Ploa, the budget bill. We need to send to Congress what will be included, with all the agreements already signed,” explained Esther Dweck, in an interview with radio hosts from different parts of the country, in radio program Good morning, Ministerproduced by Brazilian Communications Company (EBC).
Closed deals
The MGI confirmed that the federal government has already closed 32 agreements with representatives of various careers of federal public servants, who represent around 90% of the federal public service workforce.
The Ministry informed the Brazil Agency that two other agreements are planned for this Thursday afternoon, one of the categories is that of medical experts from the National Institute of Social Security (INSS) and the other, of civil servants of military technology from the Ministry of Defense.
The minister also pointed out that the percentages of salary increases are not low, but acknowledged that they do not cover the salary losses from the period prior to the current government, when federal public servants did not receive a salary adjustment. “Probably, in the private sector, no one is receiving this type of adjustment at this time. The percentages are quite high to try to make up for part of the loss. And everyone, without exception, is making real gains during President Lula’s term.”
During the radio program, the minister pointed out the impasse with some categories of public servants. “Often, the categories do not accept it because they think the adjustment is low. However, they would like to earn the same as a career that is above them,” she observed.
“I’m not even doing an analysis of merit, if what [a categoria] is asking is correct or not. It is a fiscal issue and even the fact that we negotiate with more than 1.25 million active and inactive servers”, he pointed out.
THE Brazil Agency contacted the national management of the Central Única dos Trabalhadores (CUT) and the Confederation of Federal Public Service Workers (Condsef) and awaits the entities’ position.
