The first round of elections was held yesterday (2) throughout Brazil. The second round is scheduled for the 30th. And even those who did not vote in the first round have the right to vote in the second. That is, the voter who stopped voting yesterday will be able to vote on the 30th, as long as the voter registration card is regularized.
This is because the Superior Electoral Court (TSE) treats each round as an independent election. In this way, the voter will be able to vote if he is in good standing with the Electoral Court, that is, the electoral title cannot be canceled or suspended.
The title is canceled when the voter misses the polls for three consecutive elections and does not justify the absence or pay the fine. Suspension occurs when there is no compliance with mandatory military service, criminal conviction that has become final or conviction for administrative improbity.

If the voter has not voted in the first round, he must present justification to the Electoral Court within 60 days. That is, as the second round is still this month, less than 30 days from the first round, it will be possible to vote even before justifying the absence in the electoral zone last Sunday. Even after the election, it is important to present a justification of absence. There are a few ways to do it: via the app e-Title; fur Justifies System, on the Electoral Justice portals; or filling out an electoral justification form.
Each justification is valid only for the shift in which the person did not attend because he was outside his electoral domicile. Thus, if you have failed to vote in the first and second rounds of the election, you will have to justify the absence to each one, separately, complying with the requirements and deadlines of each round.
Access to the e-Título application is only available to those with a regular or suspended electoral title.
To justify the absence in the Justifica System, the voter must inform the personal data exactly as registered in the electoral register. Then, you must declare the reason for your absence at the polls and attach the scanned supporting documentation. A protocol code will then be generated for monitoring and the application will be transmitted to the electoral area responsible for the voter’s title for analysis. After the decision, the person will be notified.
If the option is for delivery of the Electoral Justification Request. The form must be printed and filled in with personal data and justification for absence, attaching supporting documents. The application must be delivered to any electoral office or sent by post to the judicial authority of the electoral area responsible for the title.
