After a fight between deputies, Morena and allies approve the 2026 Economic Package for CDMX

The 2026 Budget

In a statement, Mexico City authorities said that it is the ”Investment Budget”, proposing an increase of 31.2% in Public Investment compared to what was approved in 2025, with an amount of 57,911 million pesos.

They also highlighted that it is a responsible, prudent and austere budget that combats inequalities, which is reflected in an allocation of 23,501 million pesos in Subsidies and Social Programs.

They pointed out that it is a local budget with an increase of 7.5% in the budget of the mayors, which results in 57,601 million pesos, the largest amount on record, distributed proportionally and equally.

The 2026 Budget includes 18,600 million pesos for Works, which means 5,100 million additional pesos compared to what was approved in 2025 and an increase of 37.8%.

In mobility, there will be 43,749 million pesos and an increase of 13% compared to what was approved in 2025.

19,000 million pesos are allocated to the Water Secretariat, which represents an additional 4,000 million pesos compared to what was approved in 2025 and an increase of 26.7%, for the strengthening of the drainage and sewage system, as well as for the rehabilitation and modernization of water infrastructure.

There are also increases in the budgets of the Secretariat of Citizen Security, the Attorney General’s Office and the Judiciary of Mexico City of 4.9%, 7.0% and 6.7%, respectively.

According to authorities, Budget 2026 is a sustainable budget, with an increase of 20.4% to the Ministry of the Environment, including resources for Animal Welfare for 69 million pesos, coming from the Ecological Tax.

Violence in the CDMX Congress

This Monday, deputies from Morena and PAN exchanged attacks when legislator Daniela Álvarez, from Acción Nacional, tried to take the stand during the discussion of the disappearance of the Institute of Transparency and Access to Information (Info CDMX), which will be replaced by the Institute of Transparency for the People.

Morena deputies tried to prevent it and there was a direct confrontation with deputy Yuriri Ayala, from the guinda party, who exchanged blows and hair pulls with Álvarez, who is injured in the tendons of one foot; Immediately other legislators and women who were at the site joined the confrontation, while the president of the Board of Directors, Jesús Sesma of the PVEM, tried to stop the attacks.

“I make a respectful but energetic call to the National Action Party and the PRI that cannot, under any circumstances, take this Congress of Mexico City hostage. Let them do their job, debate with elements and with arguments, not let themselves be guided by the instructions they are given and (not) use violence.

“Let the responsibility of the person who started this today be assumed, and it was the National Action Party from the stands,” said Bravo.

Daniela Álvarez, PAN deputy, maintained that the conflict arose because Morena intended to change the ruling on the creation of the Institute of Transparency for the People so that it would be headed by a single person, appointed by the head of the Comptroller General’s Office.

“Morena broke his word to the citizens and responded with violence. They intend to impose a super-controller: that is giving the coup de grace to transparency in this city,” he said.

For the 2026 Expenditure Budget, 65 modification reservations were presented, which were discarded one by one by the deputies of Morena, PT, PVEM and allies, in the absence of the legislators of PAN, PRI and Movimiento Ciudadano.

The Budget for the city was generally approved with 45 votes in favor, zero against and zero abstentions. While the Income Law received the green light with 43 votes in favor and the Tax Code with 45 votes in favor.
