This force does not figure in the 1999 Constitution, but was defined in the so-called “Constitutional” Law of the Armed Forces, approved by the extinct National Constituent Assembly, as a special component of the military organization.

In April 2020, the ruling Nicolás Maduro announced that this force reached 4,156,567 members, number that represents an increase of almost 900,000 people in just four months. In December 2019, Maduro boasted of having 3,300,000 militiamen.

In 2022, Maduro announced the relaunch of the militia, based on what he defined as a “higher stage” of the civil-military union. which in practice has resulted in announcements about the deployment of its members in the security operations carried out by the military sector.

The militia reports directly to the President of the Republic and is based in the reserve. Thus, in March 2005, by order of Hugo Chávez, the General Command of the Military Reserve and National Mobilization was created with the reform of the Organic Law of the National Armed Forces (Lofan). Later the Bolivarian National Militia was formed as a “special corps destined to complement the Armed Forces.”

In recent days, the special training units of the Capital Region Militia Command began the Expert Shooter course, Fal Cal. 7.62x51mm, which takes place in the state of Apure. According to a follow-up carried out on the information disseminated by the militia, the training is extended to several units, including those from the Andes Region that are preparing the “Caribbean” course, in Nula, Fuerte Yaruro, also in Apure.

On April 1, the Armed Forces reported that the Minister of Defense together with the Commander of the Militia, Major General Wistohor Chourio AndradeHe delivered “a large supply of weapons” to the militia from the arsenal located in Maracay, Aragua state.
