Jorge Rodríguez, president of the Venezuelan Legislature, announced that this Tuesday the first meeting of the Consultative Council of the National Assembly will be held “which will define the most important aspects of the 2023 Legislative Plan.”
The legislator made the announcement during the act of notification of the Parliament of the beginning of the 2023-2024 session of the National Assembly to the Venezuelan president, Nicolás Maduro, at the Miraflores Palace, seat of the Executive.
The head of the Legislature highlighted that for the parliamentary day four fundamental axes of the plan have been defined “in the first place, the economic area… how to adapt the legal instruments that Venezuela has; many of them are already obsolete, we have a Commercial Code that dates from the 1940s, when the electric typewriter had not been invented, much less computers” and explained that from this derives the need for legislation on digital trade that governs the current economy in Venezuela and the world and highlighted the need for a new Public Procurement Law, since the current one, instead of fighting corruption, could even facilitate it, due to its anachronistic and convoluted terms.
He also pointed out in economic terms the Tax Powers Harmonization Law, which is being discussed with regional and local governments for its update, so that citizens have the certainty that their taxes are part of a harmonized and efficient system.
Then he referred to the Reform of the Organic Law of the Communal Economic System, which is not adapted to the new realities of the country and to be able to concatenate this regulation with the laws that promote entrepreneurship and regarding the Special Economic Zones approved in 2022.
Another issue that he referred to, one of those that will be discussed tomorrow, is that of Public Services, which range from risk management to electricity generation and water distribution, to assist the Executive in this matter.
He also pointed out the axis referring to the laws of Popular Power, of which he said that there is a debt with the people.
The deputy pointed out that the project for the laws of People’s Power has already been approved in the first discussion and that it is now in the consultation stage, of which he expressed that it should be more intensive and reach “mobile phones to people who want to give their opinion on those laws”, the reforms of the Organic Law of People’s Power and the Organic Law of the Communes “because despite the fact that the formation of the Communes is already legally established, it is not regulated” the mode of integration and articulation for the operation of these with the Communal Councils and the territory. He referred to the need to reform the Law on Community Councils to make its application easier.
Judicial Revolution
He pointed out that laws of the Judicial Revolution are still pending, such as the Justice System Law, the Court Inspectorate, and the National Magistracy School, and stressed that these two regulations played a leading role in the reform of the Organic Law of Supreme Court of Justice, in which a lot of strength was given to the new instances (the inspectorate and the school) and now instruments will be sought to regulate the operation of both institutions.
“And then an area for human development, which are also spatial laws for workers” which were eight regulations proposed by President Maduro on May 1, 2022, of which three have already been approved, but those referring to workers with disabilities, agriculture, the Law for the Equality of Women, and highlighted the regulations to care for people with autism spectrum disorders “who are neglected and the Law on Participation of the Basic Education Subsystem by Students . “In other words, laws to bring the social life of the country closer and specifically protect” those who need it most, without distinction of any condition.
