If the warning of the Ministry of Education of the Dominican Republic (Minerd) to public sector teachers that they would not be ratified in their positions if they do not attend the induction program, the entity would be brought before the Superior Administrative Court (TSA).
The statement belongs to the president of the Dominican Association of Teachers (ADP), San Francisco de Macorís (SFM) section, Duarte province, Robert Dannerys Frías Núñezwho explained the reasons why, in his opinion, the Minerd does not have legal status to force new teachers to join the induction process.
Frías pointed out to this newspaper that the induction process for new teachers has its regulations and indicates two ways to acquire the category in the career. The president of the ADP in San Francisco explained that in the Teaching Statutearticle 29 literal A, states: “The permanent staff will be the one who enters the Educational System as a holder through the selection mechanisms established in this Regulation, and will enjoy stability in the exercise of their duties after a trial period of one year, prior evaluation at the end, except violation of laws, ethical and moral standards, and other provisions established in this Regulation. If after one year of the probationary period, the evaluation had not been carried out, the teacher automatically acquires permanent status..
«A considerable part of these teachers entered the system in the month of March and we are a few months away from the expiration of the time established by the Teachers’ Statute, and what the first sentence of the previous paragraph refers to has not been fully developed. », asserted the head of the ADP in SFM.
Although Frías clarified that from the ADP there is no opposition to teachers being trained, but “it is the way” as the Minerd has been handling it. In this sense, he indicated that if the Ministry acts to the detriment of the teachers of San Francisco “it could be taken before the Superior Administrative Court.”
«Every teacher must seek the necessary means to acquire new knowledge. However, the way in which the Ministry of Education tries to carry out this process is anti-pedagogical, since it would saturate the participants with information after they have exhausted an average of 8 hours of teaching work within an educational center, “said Frías. .
The Minerd said start of training, “a success”
Through a press release that was distributed to the media yesterday, the vice minister highlighted the resounding success of the start of the program with the participation of 15,750 new teachers, which represents 69 of the total, through virtual platforms. He highlighted that 40,500 views were recorded at the opening ceremony of the training cycle and 91% of the teachers rated it as good or excellent.

He stressed that the pedagogical training process, under the leadership of the Salomé Ureña Higher Institute for Teacher Training (ISFODOSU), is shared with 19 Higher Education institutions in the country, which have prestige and professional qualifications.
He recalled that the program includes training through modules by the universities, which can be on Saturday or Sunday or on a weekday afternoon after the school day.
