AD proposes four points for the reform of electoral laws and regulations

In the opinion of deputy Luis Martínez (AD), the current electoral laws and regulations require adaptation, which is why the party he represents proposes four axes that would promote citizen participation.

This was stated to a private media outlet by the parliamentarian, who chairs the legislative table that will address matters related to the reform of the laws and regulations related to the electoral system.

It should be remembered that there are three tables: technical, legislative and constitutional, and the analysis and reform of electoral laws and regulations and political parties are derived from the special commission.

Martínez explained that his party is concentrating on promoting four reforms that they believe would boost citizen participation in voting as an instrument of change.

“We are in favor of reforms that guarantee gender parity. It is very important that women have a role equal to men in the deliberative bodies of Venezuela,” she said, despite the fact that there has already been participation by women, “but it has to be law,” she stressed.

He indicated that another of the proposals carried by AD sits in the electoral quotients. “We must guarantee that the vote of Venezuelans is reflected as balanced as possible in the composition of the deliberative body.”

The third approach addresses the electoral registry. “It is convenient to start from scratch with the preparation of the electoral registry, so that the voters are available and doubts about the composition cease.”

A fourth proposal is to print a second electoral round in electoral laws and regulations, a resource that is used in many countries around the world.

“Accion Democratica’s approach is that in successive presidential elections, unless whoever comes out with more than 51% or 10% advantage over their opponent, a second round is called. It is a proposal that in the medium and long term has a lot of weight for governability,” he pointed out.

He added that although there is nothing definitive, it is intended that the necessary reforms occur before December 30, 2024, taking into account that there are rules that establish that any modification to the laws and regulations must be made six months before any electoral act and regional and municipal elections would be held soon.

Within the framework of the dialogue

He pointed out that “what is being done is to seek through dialogue consensus in matters as important as electoral matters, which requires adaptation” and that the objective is to “accelerate the process of discussion of a series of instruments, which, from the Constitution itself,” are necessary.

In this sense, he argued that “there is no possibility in Venezuela for the country to move forward and develop its full potential if it is not understood that the only alternative is dialogue, reconciliation, consensus and understanding.”

Martínez stated that “hyperpolarization magnified with a confrontation between extremes is absolutely harmful, so anyone who claims that they are not going to dialogue is doing a disservice to the country.”

Analyze the organic laws of the Electoral Power

In this context, he explained that during the installation and first meeting of the table that he presides, together with the first and second vice presidents, Pedro Carreño and América Pérez, respectively, the immediate need was concluded to analyze the organic laws of the Electoral Power based on the Constitution. , Electoral processes, Supreme Court of Justice, Amparo on Constitutional Rights and Guarantees, Political Parties, and other regulations, resolutions and sentences related to electoral issues.

“All kinds of proposals arose. There are those who proposed bringing together the entire Organic Electoral Code, others an omnibus law that also includes the majority of the electoral legal regulations, others to concentrate on partial reforms,” ​​he specified, reiterating that these will be addressed within the framework of the Constitution.
