Activists urge legislators to criminalize the recruitment of minors

According to Ramírez, the proposal is that, with this classification, the Mexican State ensures that no minor is recruited, identifying the different criminal groups in the country.

In addition, he stated, access to justice and compensation must be guaranteed for recruited minors, who should be recognized primarily as victims, without this exempting them from criminal responsibility.

For the operation of this proposal, he considered it essential to review the strategy to combat organized crime under an approach that ensures the protection of minors against violence and with a gender perspective.

“Public policies must be oriented around three axes: contain specific sections for children, compliance with the recommendations to the Mexican State, and the coordination and linking of plans between institutions,” added the activist.

Ramírez indicated that the recruitment led to at least 700 intentional homicides of people from zero to 17 years of age in 2021, as well as 3,726 people of this age group reported as missing.

Of the total number of disappeared minors, 64.4% were women. Of the total number of victims, to date 1,339 are still missing.
