Since coming to power in 2020, the president Luis Abinader has promoted, various pacts aimed at transforming key sectors of the country, in order to promote structural changes in public policies.

Among the agreements They include: National Pact for the Reform of Educational Quality (2020), Electric Pact (2021), Pact for Water (2021-2036), National Pact for the Citizen Security (2021), National Pact to face the Haitian Crisis (2023), Proposal Social Pact by Living Wages and Decent Work (2023), Observatory of Environmental Policies and Protected Areas (2024), National Pact for the Road Safety (2024).

Although the potential of this pact to improve a critical area is recognized, driving sectors have warned that its success will depend on collaboration between the government, institutions and citizens, highlighting the importance of a joint effort to face this common challenge.

In September 2023 the president Luis Abinader announced the signing of Agreement about the Biodiversity of Areas Outside National Jurisdiction, promoted by the United Nations (UN), to generate equity in the benefits of marine genetic resources, establish sustainable management mechanisms and improve the management of coastal waters with potential pollutant from marine sources.

One of the pacts of greatest controversy, due to the reported lack of full compliance, has been la Reform for Educational Quality signed in 2020 with the aim of guaranteeing compliance with 4% of the Gross Domestic Product (GDP), as a social achievement, to transform education in the country.

Despite the good intentions, the pact has faced difficulties in its implementation and the results have been slow, in accordance with the demands of the educational sectors involved and that have remained in the fight.

He Electric Pact It was an obligation that had been agreed upon by the governments of the Dominican Liberation Party (PLD) because it was one of the three important agreements demanded by Law 1-12 of the National Development Strategy 2030 to solve the structural crisis of the electrical sectorbut it was in February 2021 when the president Abinader He signed it together with political parties, businessmen and social entities.

However, the electrical sector It remains one of the biggest challenges facing the country.

Meanwhile, in August 2023, with the participation of 1,590 society actors in all territories nationwide and 400 proposals to preserve the water resource, the “Pact for Water (2021-2036)” was a reality with the intention of bringing water to the entire Dominican population, as well as the creation of water systems. wastewater treatments and improvements in the modernization of irrigation systems to increase savings of this scarce natural resource.

One that has required rigorous monitoring by the authorities that execute it is the “National Pact for the Citizen Security“signed by him president Abinader with the aim of reducing crime rates and improving public safety.

The ruler also signed the National Pact to face the Haitian Crisisin October 2023, where 28 parties and 23 personalities from academia signed their signature, including seven university presidents, to coordinate efforts between the government, political parties and sectors of civil society to address the effects of the crisis in Haiti and its impact on the Dominican Republic.
