SANTO DOMINGO.-President Luis Abinader will present on Monday the fiscal reform project that he has announced to be sent to the National Congress, but the project does not include the reduction in public spending, but it does include the debt policy.
The information was provided yesterday by the director of the Budget, José Rijo Presbot, who added that the president will give a detailed explanation on the investments of the resources that will be collected through this tax reform.
The official explained that through this fiscal project, the authorities are trying to achieve an increase in revenues to improve the state deficit.
During the presentation of the Budget Directorate’s “Virtual Simulator” tool, Rijo stated that “the president will present the proposal next week.
The issue will be addressed at “La Semanal”, a meeting that the president leads every Monday at the National Palace. Through this platform, the entity seeks to enable citizens to filter the budget items.
“When we talk about tax reform, it is because we are planning something. We need to reduce debt. There is a need to borrow less, because interest rates increase every year,” he said.
He said that “we cannot reduce spending,” when he offered the information that the Government is analyzing proposals from various organizations regarding social demands, although he assured that it is in the Government’s interest to prioritize public policies and investment strategies.
Rijo said that the revenues from the tax reform will be allocated to health, early education, public safety and the electricity sector.
The Minister of Economy, Planning and Development, Pável Isa Contreras, reported that the fiscal reform will be aimed at controlling the public deficit.
“The tax reform will try, in addition to controlling the deficit, which is a very reasonable concern, to put the State in a position to finance education, health, energy, public safety, environmental protection and justice,” he said. He said that the proposal should contemplate progressive tax rates and thus ensure that “the tax burden falls mostly on those who can afford it the most.”
