Santo Domingo – The President Luis Abinader On Friday, he swore in the members of his new Cabinet who will accompany him in his second term for the period 2024-2028, during which he will continue to deepen his actions to prevent corruption and ensure transparency to continue guaranteeing the well-being of the people.
The Head of State, accompanied by First Lady Raquel Arbaje and Vice President Raquel Peña, administered the oath of office to officials in a ceremony held in the Ambassadors’ Hall of the National Palace, after being invested with the presidential sash in the Eduardo Brito National Theater that served as the National Assembly.
After taking the oath, President Abinader told the officials that his loyalty is to the country, the Government, not only to a person or a president. “Their loyalty is to their people and that leads them not only to work efficiently, but also with honesty and transparency.”

The new officials sworn in by President Abinader were the Ministers of the Presidency, José Ignacio Paliza; Administrative Minister of the Presidency, Andrés Bautista; Defense, Lieutenant General Carlos Antonio Fernández Onofre; Energy and Mines, Joel Santos; Public Administration, Sigmund Freund; Interior and Police, Faride Raful; Youth, Carlos Valdez; Environment and Natural Resources, Armando Paíno Henríquez, and Sports and Recreation, Kelvin Cruz.
The Head of State also made several key changes in the Armed Forces, appointing Major General Miguel Ángel Rubio Báez as Vice Minister for Military Affairs of the Ministry of Defense; Major General Carlos Ramón Febrillet Rodríguez as Vice Minister of Defense for Air and Space Affairs; and Major General Delio Buenaventura Colón Rosario as Inspector General of the Armed Forces.

Likewise, Major General Jorge Iván Camino Pérez was appointed Commander General of the Dominican Republic Army; Major General Floreal Tarcicio Suárez Martínez, Commander General of the Dominican Republic Air Force; Brigadier General Fernando Arturo Pérez Jiménez, Deputy Commander General of the Dominican Republic Army; Rear Admiral Juan Bienvenido Crisóstomo Martínez, Deputy Commander General of the Dominican Republic Navy; Brigadier General Manuel Abad García Lithgow, Deputy Commander General of the Dominican Republic Air Force.
In addition, Rear Admiral Pedro José Lalane Peguero was appointed Inspector General of the Dominican Republic Navy; Brigadier General Euler Euménides Sierra Pérez, Inspector General of the Dominican Republic Air Force; Brigadier General Rafael Antonio Núñez Veloz, Inspector General of the Dominican Republic Army; and Major General Rafael Antonio Carrasco Paulino, Military Land, Naval and Air Advisor to the Executive Branch.
Decree 445-24, by which President Abinader introduced the changes in the Armed Forces, also establishes that the following are placed in an honorable retirement situation, with the indicated rank and with the corresponding pension, for seniority in service: Lieutenant General Carlos Luciano Díaz Morfa; Major General Julio Ernesto Florián Pérez; Major General Pilot, Juan Manuel Jiménez García; Major General Pilot Leonel Amílcar Muñoz Noboa.
Also, Brigadier General Marisol Burgos Burgos and Brigadier General Yonis Rodríguez Luciano.
During the ceremony, the Legal Consultant of the Executive Branch, Antoliano Peralta, clarified that the people who have been appointed on occasions, whose decrees have not been repealed, are considered confirmed for the moment, until a new decree is issued that repeals the one that appointed them. “It is not necessary to make another decree and only the new officials have been sworn in here, the rest of us are here as companions.”
Likewise, the Government Cabinet is made up of the Legal Consultant of the Executive Branch, Antoliano Peralta; the Director of Ethics and Government Integrity, Milagros Ortiz Bosch; of Foreign Relations, Roberto Álvarez; of Housing and Buildings, Carlos Bonilla; of Public Works, Deligne Ascención; of Tourism, David Collado; of Labor, Luis Miguel de Camps; of Public Health, Víctor Atallah; of Industry, Commerce and MSMEs, Víctor Bisonó; of Finance, Jochi Vicente and the Minister of Women, Mayra Jiménez and the Ministers Without Portfolio, Neney Cabrera and Roberto Fulcar.
Also present were the Ministers of Education, Ángel Hernández; Higher Education, Science and Technology, Franklin García Fermín; Economy, Planning and Development, Pavel Isa; Agriculture, Limber Cruz; Culture, Milagros Germán; as well as the administrator of the Reserve Bank, Samuel Pereyra; the directors of Internal Revenue, Luis Valdez; Customs, Eduardo Sanz Lovatón and INAPA, Wellington Arnaud.
The president also confirmed by decree Héctor Valdez Albizu as governor of the Central Bank of the Dominican Republic; the vice-governor, Clarissa de la Rocha; and the superintendent of banks, Alejandro Fernández Whipple.
Also appointed were the directors of the Dominican Institute of Civil Aviation (IDAC), Igor Rodriguez; the National Institute of Transit and Land Transport (INTRANT), Milton Morrison; the president of the Civil Aviation Board (JAC), Hector Porcella Dumas; the rectors of the Technological Institute of the Americas (ITLA), Rafael Feliz and of the Community Technical Institute (ITSC), Jose Ramon Holguin Brito; the commissioner for State Reforms, Dario Castillo; the proposal for Superintendent of Health and Labor Risks (Silsaril), Miguel Ceara Hatton and as advisor to the Executive Branch for agricultural matters, Eligio Antonio Jaquez.
Likewise, the President appointed the Consuls General of the Dominican Republic in New York, Jesús (Chú) Vásquez Martínez; in Milan, Italian Republic, Miguel Ángel Vásquez Peña; in Madrid, Kingdom of Spain, José Marte Piantini; in Boston, Massachusetts, United States of America, Antonio Almonte Reynoso, who in addition to his consular duties and in an honorary capacity, will serve as advisor on energy matters to the President of the Republic; and the Counselor in the Internal Service of the Ministry of Foreign Affairs (Mirex), Arleni Peña del Orbe.
